This study was conducted to find out a practical solution for the low fertility problem.So far, the policies for the low fertility problem have been taken mainly without consideration the difference of income levels. However, the influence of policy showed differently by the income level. Accordingly, this study was to focus on the middle class who has not considered yet by related researchers. South Korean Child Panel data which had surveyed in 2009 was used for this study. A total of 1168 mothers’ data were selected as the middle class through analyzing the average monthly household income and were used in this study. The independent variables were economic burden on the household, marital satisfaction, parental belief about child and rearing, and the current number of children. The dependent variable was whether they have the childbirth plan in the future or not. The result of logistic regression analysis showed that parental belief about child and rearing was revealed as the main predictive factor affecting the childbirth plan of the middle class mothers. Therefore, parent education for middle class mothers will be very important in order to develop their parental belief about child and rearing as well as to solve the low fertility problem.
