프랑스 노동조합의 구조와 위기요인 분석 = An Analysis on the Structure of Labor Union in France

다국어 초록 (Multilingual Abstract)

French labor union has played an important role in the process of economic growth. And its role has been extended further as major companies have taken an important part since 1950s. France labor union is relatively activated in public sector and private large firms, but also showing subsided face in public small companies. Higher rate of unionization follows the labor of public sector than private sector.
The characteristics of French labor movement are summarized by pluralism, competition and division, and deficit of finance and organized resource. French labor union had declined until the end of 1980s. The causes of decaying of French labor union are the competition between plural labor union, high unemployment rate, and the expansion of service sector.
Labor and management of France set new policy to enhance the relationship and microscopic labor-management partner. Facing the era of plural labor union, the competition between labor-managements in Korea is likely to be intensified. The Five majors labor union is threatened their representativeness by decline of the rate of joining labor union, and small sized labor union is gradually getting representativeness in industrial and company parts. Labor unions have to find ways to develop through differentiated policy improvement and cooperation. Especially cooperative work between labor-managements has to be made to accomplish employment creationㆍstability and flexibility in Labor market. Therefore, it’s necessary to arrange new partnership between labor-managements to benefit workers and employers both.

국문 초록 (Abstract)

프랑스 노동조합은 경제성장과정에서 중요한 역할을 해왔다. 1950년대 이후대기업의 비중이 커지면서 노동조합의 역할은 확대되었다. 프랑스 노동조합은공공부문과 민간 대기업에는 비교적 활발하게 진출해 있지만, 민간소기업에서는 상대적으로 위축된 모습을 보이고 있다. 공공부문 노동자도 민간부문 노동자보다 높은 노조조직률을 보여주고 있다. 프랑스 노동운동의 특징은 다원주의,경쟁과 분열, 재정 및 조직자원의 결핍으로 요약된다. 프랑스 노동조합은 1980년대 말까지 지속적으로 쇠퇴해왔다. 주요 쇠퇴원인은 복수노동조합 간의 경쟁,높은 실업률 및 서비스 부문의 확대 등에서 찾을 수 있다.
5대 노동조합은 노조조직률 하락에 따라 대표성을 위협받게 되었으며, 소규모 노동조합은 산업별ㆍ기업별 차원에서 점차 대표성을 얻게 되었다. 프랑스 노사는 새로운 노사관계 개선 방안을 내놓고, 미시적 노사파트너 관계를 활성화하고자 노력하였다. 한국도 복수노조시대를 맞아 노조간 경쟁이 더욱 심화될 전망이다. 노동조합들은차별화된 정책개발과 협력을 통해 발전을 모색해야 할 것이다. 특히 고용창출과 안정, 노동시장 유연성을 확보하기 위한 노사 간의 공동노력이 이루어져야 할 것이다.
따라서 노사 간의 파트너십 구축을 통한 노사상생 방안을 마련해 나가야 할 것이다.
