북한관광개방 단계별 이익집단 및 관광시스템 통합요소에 관한 연구 = Integration of Stakeholders and Tourism System Elements by the Degree of Accessibility to the North Korean Destinations

Unification of the Korean peninsular has been one of the most wanted achievements of Koreans. It has been hoped that tourism professionals could contribute to this task in any way they could do. The purpose of this study was to envision the steps of easiness imposed on the tourist access to the North Korea destinations and discuss about stakeholders and elements to be integrated in the tourism system. Three steps of easiness could be defined by the degree of freedom of access to the North Korean residents : limited access to the residents(closed resort), less limited access to the residents with some freedom(package tours with limited access), and no restriction of access to the residents. Stakeholders in relation to the North Korean Tourism was classified as direct and indirect stakeholders/interest groups. The tourism system in relations to the North Korea destinations was overviewed by reviewing system elements of environments, input, process, output elements, and factors affecting the system change, with brief discussion about implications of three steps of easiness. Elements considered to be integrated to the tourism system include government policies, physical environment, socio-cultural traditions, economic conditions, public budgets, and international tourist markets.
