The purpose of this study is to investigate the rights of elementary school which is in charge of curriculum decision making in relation with the sixth national curriculum framework and to suggest the guiding principles which an elementary school follows in developing school based curriculum. The elementary school has various rights on curriculum organization and implementation on the basis of the curriculum framework announced by the ministery of education and of the guidelines of the municipal or provincial educational boards. According to them, elementary schools of Busan have eight `taken` rights on curriculum organization and implementation. A set of guidelines prescribed by the municipal or provincial educational boards must be more specific and detailed so that it may be useful for curriculum organization and implementation of the school. When curriculum in organized and implemented at the school level, schools must follow the six basic principles such as the principle of validity, legitimacy, wholeness, democracy, specialization, and adaptability. They also can serve as the criteria for evaluating the results of organization and implementation of the school curriculum.
