중국 특색 사회주의의 경제적 특징: 금융, 국유기업, 토지 = Socialism with Chinese Characteristics: Finance, SOEs and Land

다국어 초록 (Multilingual Abstract)

This paper analyzes the financial system, SOEs and land system in China in the perspective of privatization of production factors. China`s financial system is characterized as state-led, bank-oriented, separatism and closed capital account. Especially, the closed capital account is closely related with many sectors and problems in the country`s economy. Chinese state sector which can be represented by SOEs shows much higher share than other countries. Chinese government today does not intent to decrease it but to control it by industrial policies. Land in China is exclusively owned by state but extensively developed since the reform and opening. The land system can be characterized by sales of the right of using which leads to privatization and communization of the rent concurrently. Reforms in the past have generally resulted in Pareto Improvement while reforms at hand would occur with Kaldor-Hicks Improvement which accompanies with prices to pay. The reforms will be not just a marketization but truly characterized as China-typical ones.
