정부의 갈등관리 평가모형에 대한 탐색적 연구 = A Study on Government Performance Evaluation System in terms of Conflict Management

국문 초록 (Abstract)

본 연구는 중앙행정기관의 갈등관리업무평가의 체계와 모형, 그리고 평가 수행 시 고려 사항 등에 대해 선제적이고 탐색적으로 고찰해 보았다. 갈등해소시스템의 이론과 여러 갈등해소 기제들의 운영에 대한 평가 연구들을 바탕으로 광범위한 평가 항목과 평가 지표들을 구성해보았고, 갈등관리 전문가들을 대상으로 한 설문조사를 통해 각각의 항목과 지표들의 적절성, 그리고 평가에 있어서의 비중을 조정해 보았다. 흥미로운 것은 갈등관리 전문가들은 기존의 중앙행정기관의 정부업무평가와 달리, 갈등관리 절차적인 측면에 많은 비중을 두고 있었고 갈등의 예방 측면을 상대적으로 중요하게 여기고 있는 것으로 확인되었다. 또한 기존의 정부 업무 평가와 달리, 이해당사자들의 정부에 대한 신뢰도, 당사자 간 관계 개선, 사회통합에의 효과, 정책 학습 효과와 같은 정성적 평가 지표들도 갈등관리 업무의 성과로서 중요하게 인식되고 있다. 본 연구를 통해 실질적으로 이러한 평가 모형이 정부 차원에서 운영되기 위해서 논의해야 할 많은 행정적, 기술적 문제들과 연구과제들을 제시하고자 한다.

다국어 초록 (Multilingual Abstract)

This paper intends to construct a comprehensive and systematic evaluation model of government performance in terms of conflict management. Based on the analysis of current government performance evaluation system and current body of knowledge on evaluation criteria and method on conflict resolution, I suggest what should be evaluated and how they could be evaluated in detail so that formative evaluation could be made. For the purpose of summative evaluation, I also propose the relative valuation of each evaluation criteria. To test its appropriateness, I conducted a questionnaire survey for Korean experts in the field of conflict resolution and negotiation. The proposed system puts more value on the evaluation of the process of conflict management, in particular, conflict prevention, than its outcomes. Also it includes qualitative evaluation components, such as satisfaction surveys for stakeholders and ordinary citizen. Finally, this paper discuss future research topics to improve the validity, reliability, and usability of its evaluation.
