부동산개발에 있어서 공공의 역할에 관한 이론적 접근

국문 초록 (Abstract)

우리나라는 사회적 관심사로 등장하고 있는 것이 토지와 주택문제이다. 이러한 문제는 과거 성장위주의 개발과 이에 따른 급속한 도시화 · 산업화 과정에서 파생된 결과라고 할 수 있다. 사실 우리나라의 근본적인 부동산 개발문제는 좁은 국토면적과 높은 인구밀도를 가진 현실적 제약으로 가용 토지 면적이 충분치 못한 실정이다. 그 결과 도시의 인구집중 과 핵가족화 등 도시 토지 수요와 주택부족현상이 급격히 증가하기에 이르렀다. 이러한 사 회적 · 경제적 조건을 반영하는 우리나라의 부동산 개발 정책 기로는 초기 공공부문이 담 당하며 왔다고 하여도 과언이 아니다. 정부는 1980년대 들어서면서 본격적으로 공공부문이 직접 토지 개발사업에 참여하여 택 지개발 · 주택공급 등 적극적으로 실시하게 되었다. 부동산은 단순한 상품이 아니라 인간 의 생활과 생산활동을 위한 불가분의 의미를 지니고 있다. 무엇보다 부동산 개발의 기본이 념은 정주성 · 공익성 · 경제성 · 복지성이라 할 수 있다. 그리고 자본주의하에서 택지개발 · 주택 공급 등 부동산 문제를 구조적으로 이해하기 위해서는 부동산의 상품화 경향과 이 에 대한 국가 개입의 성격에서 살펴보아야 한다. 따라서 본 논문은 부동산 개발의 기본이 념과 정치 · 경제학적 접근 및 부동산 개발이 지니는 특성을 살펴본다. 그리고 부동산 개 발에서의 공공역할의 필요성과 유형 및 그 내용을 이론적으로 접근하였다.

The land and housing problem has emergend as a matter of social concerm in Korea. This problem maybe the result of the process of rapid urbanisation, the industrialisation that followed the past grouith-centerered development. In fact, real eatate development fundamentally subbers from insufficient available land area because korea has a small rerritory and high population density. Accordingly, The housing shortase phenomenon and the increasing demand for urban land Have shanply inereased due to an inblux of people into crties, the nuclean family, etc. It is not too much to say that the pasis of real estate development policy that reblects social and economic conditions has been the role of the public sector. In the 1980s, the Korean government actively enboreed housing sites development and housing supply through full. scale participation in the public sector's direct land development projects. Therefore, This thesis examines the basic idea of real eatate development, the political and economic approaches, and the characteristics of real estate development. In addition, the author examines the theoretical Approach to the necessity of the public role in real estate development
