      Republic of Korea-Russia Cooperation in the Context of U.S.-Russia Relations

      This paper deals with Seoul-Moscow cooperation in the context of Washington- Moscow relationships. To a large extent, Seoul-Moscow ties have been influenced by, and thus synchronized with, Washington-Moscow relationships. However, at times even under the strained relationships between Washington and Moscow, cooperation between South Korea and Russia has been made possible by top policy-makers in both countries.
      The Kim Dae-jung and Vladimir Putin joint statement on the ABM treaty and the Park Geun-hye and Vladimir Putin agreement on the trilateral cooperation and the RFE development projects are the cases examined here. To minimize such synchronization between two sets of bilateral relationships, this paper suggests some policy options including strengthening the ROK—U.S. alliance, cooperating closely with Moscow on the North Korean nuclear crisis, and developing mutual trust through detailed and concrete cooperation projects coupled with the sharing of common visions and friendship by the top leaders of the two countries.
