Since the <2·13 agreement) of the 6-party talks was concluded, the peace agreement issue on the Korean peninsula has become more and more important. In the past, North Korea has proposed many ideas on peace regime building between South and North Korea. But most of these ideas were not for real peace, but for pseudo peace on the Korean peninsula. North Korea's main purpose to proposing pseudo peace on the Korean peninsula was to withdraw U.S. Forces in South Korea and weaken the national security power of South Korea. However, the Roh Moohyen government does not doubt the peace regime that the North Korean government has proposed, and misunderstands that the North Korea's ideas for peace on the peninsula are real. The Roh Moohyen government has kept a beautiful conviction that the peace agreement between Koreas will eliminate every conflict and war on the Korean peninsula and produce cooperation and co-prosperity between both Koreas.
We should keep in mind the following things relating to peace agreement on the Korean peninsula. The first one is that South and North Korea have kept different concepts of peace on the Korean peninsula though they use the same phrase 'peace on the peninsula.' North Korea defines 'peace on the Korean peninsula' as an independent state/situation after the U.S. forces have been withdrawn from the peninsula. Such an unreasonable definition of peace on the Korean peninsula of North Korea should be corrected as a normal/general definition of peace.
Secondly, peace agreement issue on the Korean peninsula will be influenced by the implementation of the <2 ·13 Agreement>. We don't know exactly whether the implementation of the <2 ·13 Agreement> will be successfully carried out or not. Third, the peace agreement should keep the following contents: ending hostile actions between both Koreas, transforming ceasefire into the peace regime, seeking ways of peacekeeping on the peninsula, promoting arms control, and compensating for the Korean war, etc.
Fourth, the countries concerned in the peace agreement should be both Koreas, the United States and China. Fifth, the withdrawal of U.S. forces should be excluded from peace agreement issues on the peninsula. Finally, there is high possibility of building the pseudo peace regime between South and North Korea however, we should not create such a regime on the Korean peninsula.
