광우병 위험과 촛불집회 = 과학적인가 정치적인가?

국문 초록 (Abstract)

이 글은 2008년 한국사회를 휩쓸었던 광우병 위험과 촛불시위를 과학(위험)과 정치라는 분리된 별개의 영역이 아니라 과학과 정치가 뒤섞여 있는 일련의 연속적인 과정으로 이해하기 위한 시도이다. 또한, SARF(위험의 사회적 증폭 프레임)라는 분석틀을 통해 낮은 위험에 대한 과도한 사회적 반응이 예외적이고 비합리적이며, 일시적인 현상에 불과한 것이 아니라 정상적이고 일반적이며, 반복적인 사회적 메커니즘임을 보이고자 했다. 이를 위해 SARF를 간략하게 소개하고, 2008년 미국산 쇠고기에 따른 광우병 사태를 SARF의 분석틀에 맞춰 그 진행과정을 재해석했다. 이를 통해 위험커뮤니케이션의 관점과 접근에 주목해야 할 필요성과 함께 광우병 사태의 원인과 경과에 대한 합리적 인과론에 집착할 필요가 없음을 알 수 있었다. 또한, 정부의 위험관리기관의 신뢰성과 시민들의 적극적 참여 보장이 더욱 중요한 요소임을 확인할 수 있었다. 광우병 사태의 핵심에 소통의 부재가 자리하고 있음은 주지의 사실이다. 그런 점에서 이 글은 소통 부재의 원인을 체계적으로 진단해보고 위험커뮤니케이션의 중요성과 유용성을 강조함으로써 사회적 갈등(논쟁)에 대한 생산적 해결책 마련에 도움을 주기 위한 것이라 할 수 있다.

다국어 초록 (Multilingual Abstract)

This essay explores the relationship between BSE risk and the candlelight demonstration, swept away Korean society in 2008, as a continuous process in which the science(risk) and politics is mixed. Through SARF(the social amplification of risk framework), it shows that we need not to consider the low-risk-however-social-overreaction phenomenon in the BSE affair as an extraordinary, irrational, and unique one. Rather, we have a chance to find a way to explain the phenomenon as an ordinarily, normally, and reiteratively social mechanism. To this end, I introduce SARF briefly, and analyze and reconstruct the process of 2008 Korean BSE affair due to importing U.S beef by applying SARF to it. We have a conclusion that we should pay our attention into the significance of the viewpoint and approach of risk communication for understanding BSE affair comprehensively, as well as we need not to stick to the reasonal casuality about the process of BSE affair. Rather, we ascertain that the trust of risk management agency and the active participation of people are more important factors to be considered in this case. It is well known that lack of communication lies in the center of BSE affair. In this aspect, this essay systematically diagnoses the cause of lack of communication, and give some suggestions about a productive solution to the social conflicts.
