검·경 수사권 조정에 따른 국가수사본부 설립안 검토

다국어 초록 (Multilingual Abstract)

On January 13, 2020, the Criminal Procedure Law and the Prosecutors Office Act are amanded by the National Assembly, and a new investigation system was introduced in South Korea. And the evaluation on the revision of the law is divided. Anyway, this amendment has meaning as a transitional legislation to separate the investigation and prosecution. The future changes in the investigation system will depend on the success or failure of the police reform. Through the introduction of ‘the National Investigation Headquarters’ in the revised investigation system, the government intends to “distribute the investigative police from the general police” to disperse the police force and strengthen the neutrality and fairness of the police investigation. In the process of introducing and operating the system, it is necessary to develop relevant discussions so that the purpose can be fully utilized. Therefore, this paper examines the new investigation system and the introduction of the National Investigation Headquarters from the viewpoint of police reform.
