    The present paper discusses come of the issues that have been raised by Mowrer's two-process interpretation of learning.
    A limitation is indicated regarding the interpretation that the laws of Pavlovian conditioning are the laws of mediational conditioned responses for instrumental learning.
    The "helplessness phenomenon" is discussed as raising a problem of the effects of order in manipulating Pavlovian and instrumental procedures, and that of the "critical time interval" between the two procedures in the phenomenon.
    An attempt is made to extend Mowrer's positive correlational assumption between the strength of fear and the rate of acquisition to a negative relationship.
    The two-factor interpretation of avoidance learning is examined with two different types of CS manipulations : (1) the experimental procedures which involve explicit CSs, and (2) those involve implicit CSs.
    Seligman's proposition of a continuum of response preparedness is reviewed in relation to Mowrer's two-process interpretation of learning.
