CM at Risk is one of the public sector ordering methods. As the construction industry has recently become more complex and diversified, one of the most important factors is which ordering method to adopt for
the success of construction projects such as complex development projects.
The government has developed an intermediate stage ordering method that complements the problems of the design-construction batch bidding system (DBB) turnkey method and the design-construction separate
bidding system (DB), which are the main pillars of recent ordering methods. In 2016, CM at Risk which has many successful cases, was introduced to the public sector.
In addition, CM at Risk was introduced to the complex field in 2019, and the government announced plans to institutionalize CM at Risk (in 2018) and expand it (in 2022).
Therefore, this study analyzes the performance of 12 construction CM at Risk pilot projects introduced in the complex project field among the public sector from 2019 to analyze how the advantages presented by the
government at the beginning of the pilot project are operating, and based on this, As a result, we would like to propose 11 institutional improvements that require review before formal institutionalization.
Even if all of these 11 system improvements are not reflected, it is hoped that a new ordering method unique to Korea will be established as soon as possible through analysis based on these and better system improvement.
