    전 지구적 기후위기에 대응하기 위해 다양한 시도들이 일어나는 과정에 서 농촌지역은 재생에너지 보급의 주요 공간으로 주목받고 있으며, 특히 주 민 참여를 바탕으로 한 공동체 중심의 태양광 발전 모델이 꾸준히 논의되 고 있다. 그동안 농촌 태양광 발전 사업은 주로 지역 공동체와의 유기적 연 계 없이 외부 민간 사업자 중심으로 분산되어 추진되었으며, 이 과정에서 주민수용성 문제나 농촌 환경 훼손과 같은 부작용도 나타났다. 이러한 사회 환경적 문제에 효과적으로 대응한 햇빛두레발전소 사업과 같은 새로운 사 례들이 알려지기 시작하면서, 2025년 한국 정부는 햇빛소득마을 정책을 통 해 이를 전국적인 규모로 확대할 계획을 발표했다. 한국의 농촌 태양광 발전과 에너지공동체에 관한 연구는 주로 재생에너지 정책, 주민수용성, 사업 추진 과정에서의 갈등 구조 등을 중심으로 이루어져 왔다. 이러한 접근은 농촌 태양광 발전의 제도적 기반과 사회적 쟁점을 이해 하는 데에는 효과적이나, 농촌지역 에너지공동체가 어떠한 행위자 간 연결과 상호작용을 통해 형성되고 안정화되는지를 설명하는 데에는 한계가 있다. 본 연구의 목적은 이러한 연구의 공백을 보완하고 농촌 에너지공동체의 형성과 안정화 과정을 심층 분석하여 공동체 기반 재생에너지 정책의 방향 성과 현장 적용 가능성을 고찰하는 데 있다. 이러한 연구 목적을 달성하기 위해 두 가지 연구질문을 설정하였다. 첫째, 농촌태양광 에너지공동체의 형 성과 운영 과정에는 어떠한 행위자들이 참여하며, 이들은 어떠한 역할을 하는 가? 둘째, 농촌태양광 에너지공동체의 행위자들은 어떠한 번역과 상호작용 과정을 통해 네트워크를 형성하고 안정화하는가? 연구방법으로 행위자연결망이론을 활용한 질적사례연구 방법을 채택하였 으며, 연구대상은 농촌 주민들이 주도적으로 재생에너지 확대에 기여한 선 도적 사례로 햇빛두레발전소 사업을 추진하고 있는 여주시 구양리 에너지 공동체를 선정하였다. 자료 수집은 2026년 2월부터 5월에 걸쳐 마을 대표 와 주민, 시공기업 대표, 행정 담당자 등 주요 관계자 14명을 대상으로 심 층면담을 통해 이루어졌다. 수집된 자료는 질적 내용분석을 통해 분석하였 으며, 면담 자료의 신뢰성을 확보하기 위해 정책 문헌과 언론 보도 등 다 양한 자료를 활용한 자료 삼각검증을 적용하였다. 기존 농촌 에너지공동체 연구가 제도, 기술, 경제적 요인에 편중되어 분 석되었다는 한계를 보완하기 위해 본 연구는 행위자연결망이론 중 Callon 의 번역 4단계를 적용함으로써, 행위자들의 상이한 이해관계가 어떻게 조 정되어 하나의 안정적인 연결망으로 조직되는지를 주목하였다. 에너지공동 체의 인간 행위자와 비인간 행위자를 파악하고 그들 간의 상호관계를 추적 한 분석 결과는 다음과 같다. 인간 행위자 측면에서는 마을 리더와 주민, 시공기업, 금융기관, 준정부 기관, 지방정부가 도출되었다. 사업 운영자들은 주민들과 자치적 의사결정 체계를 통해 내부 합의를 형성하였으며, 외부 금융지원체계의 제약을 극복 하고자 시공기업과 금융기관 등 관련 행위자를 연결망에 새롭게 결속시켜 안정적인 자금 조달 체계를 마련하였다. 비인간 행위자 측면에서는 태양광 발전설비, 금융 대출상품과 수계지원금, 조례 등의 요소가 식별되었다. 비 인간 행위자는 고정된 객체에 머무르지 않고 구양리의 공유 문화와 유기적 으로 결합하여 공동체 내부의 신뢰를 공고히 하고 행위자 간의 상호작용을 촉진하고 있다는 점이 확인되었다. Callon의 번역 4단계와 블랙박스화 개념을 바탕으로 행위자 간 역동적 인 진화 과정을 추적하였다. 문제제기 단계에서는 주요 행위자가 하향식 정책과 농촌 수용성 간 괴리를 해결하고자 주민주도형 운영 방식을 필수통 과지점으로 설정하였다. 행위자 참여 유도와 역할 부여 단계에서는 공동식 당 기반의 연결망 확장 속에서 명분과 실리를 결합하였고, 잠재적 행위자 와의 소통으로 균열 가능성을 예방하며 결속력을 다졌다. 협상과 역할 수 용 단계에서는 자치적 의사결정 체계를 구축하였으며, 역량있는 시공기업 으로 교체하고 새로운 재무 관련 행위자를 편입하여 안정적 연계체계를 구 축하였다. 정렬과 대표성 확립 단계에서는 태양광 발전 수익을 복지 실천 으로 전환하여 주민 참여를 지속시켰고, 이는 리더십의 대내외적 신뢰와 대표성을 확장하는 동력이 되었다. 마지막으로, 네트워크 안정화 단계에서 는 전담 행위자 배치를 통해 연결망을 구조적으로 고정함으로써 외부 불확 실성에 대응하여 점차 블랙박스 상태에 이른 것으로 나타났다. 이러한 안 정화 단계를 통해 구양리는 타 농촌지역으로 확산 가능한 에너지공동체 모 델로서 정책적 주목을 받게 되었음을 확인할 수 있었다. 종합하면, 본 연구는 농촌 에너지공동체의 형성과 안정화가 정책과 현장, 제도와 실행, 공동체 내부의 차이를 지속적으로 조율하는 번역 과정을 통해 가능해짐을 확인하였다. 구양리의 태양광 발전소는 주민 복지, 마을 운영, 금융 및 제도적 지원, 외부 주체와의 협력 관계를 연결하는 공동체 자산으 로 기능하였다. 또한 주민주도성을 개인의 독자적 사업 수행 능력으로 한정 하지 않고, 공동체가 지역의 목표에 맞게 다양한 행위자를 조직하고 네트워 크를 안정화해 가는 관계적 역량으로 재해석하였다. 향후 농촌 에너지공동체의 활성화 및 확대를 위해서는 공동체 내부의 신 뢰와 외부 행위자와의 협력 관계를 안정적인 운영 구조로 제도화하고, 농촌 의 지역적 특성과 마을 단위 관계망을 반영한 맞춤형 지원을 강화해야 한다. 나아가 정부와 지자체는 에너지공동체를 단순한 재생에너지 보급 수단이 아 니라 다양한 행위자가 관계망을 형성하고 지역의 자생적 역량을 축적해 가 는 과정으로 이해하고, 이를 뒷받침하는 조력자 역할을 수행할 필요가 있다. 2026년 현재 한국 정부가 적극적으로 추진하고 있는 햇빛소득마을 사업 이 지역사회에 안정적으로 정착하기 위해서는 사업이 형성되고 운영되는 과정에서 나타나는 갈등, 협상, 신뢰 형성, 제도적 조정 과정을 풍부하게 보여주는 경험적 사례연구가 축적될 필요가 있다. 이러한 관점에서 본 연 구는 정책적, 학술적 시의성을 가지며, 향후 농촌 에너지공동체의 확산과 안정적 운영에 기여하기를 기대한다.

    In response to the global climate crisis, rural areas have increasingly been recognized as important sites for renewable energy deployment. Among various approaches, resident-led community solar projects have attracted growing attention. In South Korea, however, rural solar projects have often been pursued by external private developers in ways that remain weakly connected to local communities. This pattern has raised various social and environmental concerns, including low public acceptance and the degradation of rural environments and landscapes. In 2021, the Haebit Dure Power Plant Program was introduced as an alternative model for addressing these challenges. In 2025, the Korean government announced plans to expand similar resident-led rural solar models nationwide through the Sunlight Income Village Program.
    Previous studies on rural solar power and energy communities in South Korea have largely focused on renewable energy policy, public acceptance, and conflict dynamics during project implementation. While these approaches have contributed to understanding the institutional foundations and social issues surrounding rural solar power, they have paid less attention to the relational processes through which heterogeneous actors become connected and organized into stable rural energy communities.
    This study aims to bridge this gap by examining the formation and development of rural energy communities and by exploring future directions for community-based renewable energy policy and practice. Two research questions were established. First, what actors are involved in the formation and operation of rural solar energy communities, and what roles do they play? Second, through what processes of translation and interaction do these actors form and stabilize the actor-network?
    Based on Actor-Network Theory, this study adopted a qualitative case study design, focusing on the Haebit Dure energy community project in Guyang-ri, Yeoju, Gyeonggi Province, as a leading case in which rural residents have actively participated in the operation of local solar power generation. Data were collected from February to May 2026 through semi-structured interviews with 14 participants from diverse stakeholder groups, including project operators, residents, local organizations, construction companies, and public officials. The collected data were analyzed through qualitative content analysis, using MAXQDA for coding and categorization. To enhance the credibility and trustworthiness of the findings, policy documents and media reports were examined as part of a triangulation strategy.
    To move beyond the institutional, technological, and economic focus of previous research on rural energy communities, this study drew on Actor-Network Theory, particularly Callon’s four moments of translation. This analytical framework is useful for tracing how actors’ divergent interests are negotiated, reconfigured, and organized into a relatively stable actor-network.
    To identify the actors associated with the Guyang-ri case, this study examined both human and non-human actors that emerged from the interviews and document analysis. The human actors included project operators and residents, construction companies, financial institutions, public agencies, and local governments. The roles of project operators were particularly prominent across the narratives. They built internal consensus through an autonomous resident-based decision-making system and enrolled construction companies, financial institutions, and other relevant actors into the network to overcome constraints in existing funding systems. The non-human actors included solar power facilities, loan products, watershed support funds, and local ordinances. These non-human actors served as active mediators in the network by fostering Guyang-ri’s culture of sharing and strengthening trust within the community.
    Using Callon’s four moments of translation and Latour’s concept of black-boxing, this study traced the dynamic evolution of interactions among actors and the actor-network as a whole. In the problematization stage, a resident-led mode of operation was defined as an obligatory passage point for bridging the gap between top-down policy initiatives and rural acceptance. In the interessement stage, the network expanded around the communal dining hall, where moral justification and practical benefits were brought together. Active communication with potential actors, including those who initially opposed the project or had not yet joined the network, also helped prevent potential divisions and strengthen solidarity.
    The enrollment process involved significant changes in both the composition of actors and their interactions. For example, the community established an autonomous decision-making system, replaced the initial construction company with a more capable and responsive one, and incorporated new financial actors into the network. These changes helped create a more stable system of cooperation. During the mobilization stage, profits from solar power generation were redirected into community welfare practices. This helped sustain resident engagement and strengthened both internal and external trust in, and recognition of, local leadership. Through this process, the leadership group secured its representative position within the network.
    Finally, the network became structurally anchored through the assignment of dedicated actors, enabling the community to respond to external uncertainties with greater autonomy and to become increasingly black-boxed. Through this stabilization process, Guyang-ri came to receive policy attention as a best-practice energy community model that could potentially be adapted and expanded to other rural areas.
    Taken together, the findings show that the formation and stabilization of rural energy communities are made possible through an ongoing process of translation, in which gaps between policy goals and local realities, institutional design and practical implementation, and differences within the community are continuously negotiated. In the Guyang-ri case, the solar power plant was not simply a renewable energy facility: it became a community asset that linked resident welfare, village management, financial and institutional support, and cooperation with external actors. This study also reinterprets resident-led initiatives not as the independent project capacity of individual residents, but as the community’s collective and relational capacity to organize diverse actors around local goals and stabilize the network.
    To expand rural energy communities in South Korea, internal trust and cooperation with external actors should be embedded in stable operating structures, while tailored support that reflects rural characteristics and village-level networks should be strengthened. Furthermore, central and local governments should understand energy communities not simply as instruments for renewable energy deployment, but as processes through which diverse actors form networks and build locally rooted capacities. In this regard, they need to act as facilitators that support these processes.
    As the Korean government promotes the Sunlight Income Village Program in 2026 as a means of expanding rural energy communities, more empirical case studies are needed to deepen understanding of how conflicts, negotiations, trust-building, and institutional adjustments unfold in the formation and operation of rural energy projects. By applying the lens of Actor-Network Theory, this study contributes to timely policy and academic discussions on the expansion and stable operation of rural energy communities.

For example, the community established an autonomous decision-making system, replaced the initial construction company with a more capable and responsive one, and incorporated new financial actors into the network. These changes helped create a more stable system of cooperation. During the mobilization stage, profits from solar power generation were redirected into community welfare practices. This helped sustain resident engagement and strengthened both internal and external trust in, and recognition of, local leadership. Through this process, the leadership group secured its representative position within the network.
    Finally, the network became structurally anchored through the assignment of dedicated actors, enabling the community to respond to external uncertainties with greater autonomy and to become increasingly black-boxed. Through this stabilization process, Guyang-ri came to receive policy attention as a best-practice energy community model that could potentially be adapted and expanded to other rural areas.
    Taken together, the findings show that the formation and stabilization of rural energy communities are made possible through an ongoing process of translation, in which gaps between policy goals and local realities, institutional design and practical implementation, and differences within the community are continuously negotiated. In the Guyang-ri case, the solar power plant was not simply a renewable energy facility: it became a community asset that linked resident welfare, village management, financial and institutional support, and cooperation with external actors. This study also reinterprets resident-led initiatives not as the independent project capacity of individual residents, but as the community’s collective and relational capacity to organize diverse actors around local goals and stabilize the network.
    To expand rural energy communities in South Korea, internal trust and cooperation with external actors should be embedded in stable operating structures, while tailored support that reflects rural characteristics and village-level networks should be strengthened. Furthermore, central and local governments should understand energy communities not simply as instruments for renewable energy deployment, but as processes through which diverse actors form networks and build locally rooted capacities. In this regard, they need to act as facilitators that support these processes.
    As the Korean government promotes the Sunlight Income Village Program in 2026 as a means of expanding rural energy communities, more empirical case studies are needed to deepen understanding of how conflicts, negotiations, trust-building, and institutional adjustments unfold in the formation and operation of rural energy projects. By applying the lens of Actor-Network Theory, this study contributes to timely policy and academic discussions on the expansion and stable operation of rural energy communities.
