지방투자사업의 유형별 투자심사 도입에 관한 연구: 공공 청사의 적정규모 산정을 중심으로 = A Study on the Review by Category for Local Investment Appraisal System: Focusing on the Relevant Scale for Government Office

다국어 초록 (Multilingual Abstract)

The local government investment appraisal system in Korea has come into effect in 1992. It leads planned and effective use of financial resources and reduces overlapping investment for local governments. The manual of this system groups the type of objects into five categories. However there is only one screening criterion in the manual. In order to make the appraisal system more effective, the review system by category should be introduced. Each category should have its own specific screening criteria. In particular the government office building category needs a special screening criterion considering its distinct characteristics from other categories. A government office building is essential for governing but does not have any financial profit from it. Therefore economic feasibility test can not be applied for this category. However evaluating relevant scale of the building is important. This paper shows new appraisal standards of relevant scale test for government office building category. The new standards from this paper can contribute to make the local government investment appraisal system more effective.
