우리나라의 통상정책 결정과정 분석 : FTA정책을 중심으로

국문 초록 (Abstract)

무역의존도가 높은 우리나라에서 통상정책이 차지하는 중요성을 인식하여 FTA정책을 중심으로 통상정책결정과정을 분석하였다. 통상정책의 정치경제학에 대한 이론을 살펴본 뒤에 우리나라의 통상정책결정에 영향을 미치는 정부와 국회 및 산업계의 역할을 분석하였다. 북미자유무역협정 추진과 관련된 미국의 통상정책결정과정을 분석한 뒤에 한미 FTA협상과정을 분석하였다. 끝으로 상기 분석에 기초하여 우리나라 통상정책결정과정의 개선방안을 제시하였다. 주요 정책제안으로 통상정책결정과정에서 민주주의적 절차 결핍의 개선을 위하여 다양한 이해집단과의 협의체제 구축, 국회의 통상정책기능 강화를 통상정책이나 통상협상결과를 기존 정책과의 상충여부와 WTO협정과의 합치성에 대한 분석에 기초한 심의 기능 강화와 통상전문가 확보, 대통령의 리더쉽과 행정부 부처간 협의기능 강화 그리고 산업계와 시민단체의 참여 기회 확대를 제시하였다.

Recognizing the importance of trade policies in Korea, we analyze how the Korea trade policies are made with a view to exploring the policy recommendations. After reviewing the literature on political economy of trade policies, we examine the role of the government, the National Assembly, industries and civil organizations in trade policy-making process. We also discuss how the U.S. Executive branch, Congress and industries play their role in the NAFTA negotiations. Finally, we suggest policies to enhance the Korea's trade policy-making process. They include the introduction of substantive consultation mechanism to overcome the democratic deficit and strengthening the trade policy function of the National Assembly with support of trade experts.
