대학도서관 예산의 운용실태와 그 효율화 방안에 관한 연구 : 신규 지방 국립대학교 도서관을 중심으로

국문요약

오늘날의 대학도서관은 도서관자료의 증가와 정보 전달수단의 전문화로 인하여, 그 기능이 과거보다 다양화되어 대학의 핵심기관으로서 전반적인 대학기능을 지원하고 있다.
그러나 대학도서관의 예산상의 제약, 출판물의 폭발적 증가, 물가상승, 연구관심분야의 급속한 변화등의 현실대문에 도서관 경영자는 도서관 내외로부터 보다 합리적인 경영에 대한 요청을 받고 있다. 즉, 주어진 여건하에서 도서관 본래의 기능을 다하는 한편 보다 내실있게 성장하는 도서관 운영을 위한 모색이 기대되는 것이다.
이러한 시점에서 이 연구는 대학도서관 예산 운용실태를 검토 분석하고, 대학도서관 예산의 바람직한 편성 및 확보방안과 상대적으로 낙후되어 있는 지방대학 도서관의 내실화를 위한 발전방향을 모색해 보고자 하였다. 본 연구의 내용을 간단히 요약하면 다음과 같다.
첫째, 도서관의 예산편성 및 확보에 있어 그 실태를 알아보고,
둘째, 대학도서관 예산편성 및 운영에 있어 타당성과 적실성 있는 방법을 모색해 보며,셋째, 한정된 예산으로 지방 대학도서관 여건을 보완하여 연구 및 학술정보센타로서의 기능을 다하기 위한 도서관의 발전방향을 제시하고자 한다.
이 연구는 도서관 조직이나 규모를 고려 1990-91년 종합대학 승격으로 비교적 일정하게 지원을 받아 발전해온 지방 국립대학교 도서관을 중심으로 이루어 졌다. 현황조사는 기존자료 정리분석과 설문지를 통한 조사방법을 병행하였다.
조사결과 우선 우리나라 대학도서관의 장서구성 현황은 단지 量的기준만을 설정해 놓은 대학설치 기준령에 도달하기 위하여 양적구성에 급급함으로써 대학의 학문적 성장과 요구에 기여하기에는 매우 빈약한 상태에 있음이 밝혀졌다.
뿐만아니라 도서관 예산의 절대규모의 부족, 예산운용의 무계획성등 예산편성 및 운영의 문제점들도 나타났다.
대학도서관의 현황을 볼 때 이 연구에서는 대학도서관의 내실화를 위해 다음과 같은 노력들이 필요하다고 인식되었다.
첫째, 대학도서관 예산편성시 현실성이 있어야 하며 면밀한 계획하에서 이루어져야 한다.
도서관측은 타당성있는 예산내역을 미래발전 계획과 현실적 근거를 통해 요구하여야 하며,대학당국도 도서관에 대한 인식의 전환과 도서관이 대학의 심장부 기능을 충분히 수행할 수 있게 예산의 확대지원등의 전향적 노력이 필요하다.
둘째, 대학도서관 예산은 대학예산중 차지하는 비중을 높여야 함 교육부 대학 설치기준령의 기준, 입법이념등을 살려 이를 철저히 시행해야 한다.
셋째, 도서관예산을 배정할 때 대학됴서관 기능을 충분히 고려하여 배정해야 한다. 학술정보센타로서의 기능을 고려하여 자료의 주제별현황, 교육과정, 대학원유무, 자료의 이용빈도, 신설학과, 전공과목수, 교수와 학생수등을 충분히 고려하여 예산을 배정하도록 한다.
이러한 단기적 노력 뿐만 아니라 급격히 다가오고 있는 미래 정보화시대에 도서관은 보다 적극적으로 대비해야 한다. 도서관의 정보체계화가 궁극적으로는 가장 효율적인 도서관 운영의 길이라고 보여지며 이를 위한 대비방안으로 다음과 같은 방안들을 제시하였다.
첫째, 온라인 정보검색시스템의 도입이다. 둘째, 전산화에 대비 정보자료의 데이터베이스 구축이다. 셋째, 도서관자료의 마이크로 필름화이다. 넷째, 도서관의 근거리통신망(LAN)의 설치 및 지역별 상호협력을 통한 相互貸借제도이다.
한정된 예산으로 도서관을 운영한다는 것은 쉬운 일이 아니다. 이러한 한정된 예산으로 도서관 경영의 합리화를 이루기 위해서는 결국 조속한 대학도서관의 정보 체계화가 시급함이 이 연구에서 밝혀졌다.

다국어 초록 (Multilingual Abstract)

The function of university libraries of today becomes more and more various due to the development of communication methods. University libraries thus becoming the core institution which affect great influence on the overall aspects of university.
However, library managers are facing strong request for efficient management from inside and outside of the library. This request come from the situation of bounded budget, explosive publications, inflation, and the drastic change of concerns in disciplines. Therefore, libraries of today are required to perform its original function as well as to bring fruitful development.
At this time point, this study tries to identify the present status of local university libraries’ budgeting and to search for the strategies for development to cope with information age.
The content of this study can be abstracted as follows. First, this study tries to identify the present status of university library budgeting. Second, this study tries to search for the effective away of university library budgeting. Third, this study tries to suggest the strategy for university library development within given budget.
The objects of this study are focused on the libraries of the university which were supported equally from Ministry of Education since their development from college to university in 1990-1991. Present status of library budgeting was examined through two methods: document analysis and questionnaire methods.
The result of this study show that university libraries have tried to fultill mere the quantitave standards suggested in the “decree for college facility standards.” And the qualities of library resources are very poor. Furthermore, many defective practices in budgeting process such as short-sighted budgeting are discovered.
As the result of study, the following suggestions were made for the effective way of university library budgeting. First, university library budgeting should be based on reality and careful plan. Library should require resonable amount of budget along with future development plan and realistic supporting data. The university headquarter should understand the importance of library and should make positive effort such as more allocation of university finance for library for the appropriate functioning of library as the heart of university. Second, the proportion of library budget to the whole university budget should be hightened and original purpose of the “decrees for college facility standards.” should be followed. Third, in the university budget making process, allocation for library budget should be made in the full consideration of the function of library in university. In consideration of the function as “the information center for discipline”, the followings should be considered in budget allocation: the number of resources in each subject: curriculum; the presence of graduate school; the level of resource utilization; the number of new department; and the number of faculties and students.
In addition to these short-term effort, university libraries should prepare positively for forth-coming information age. It seems that information systematinization is the best way for effective library management, and the followings are suggested as the counter measures of the information systematization. First, university libraries should import on-line information retrieval system. Second university libraries should build databases. Third, university libraries should import condensed micronized-data systems. Fourth, university libraries should install LAN system between main and branch libraries and mutual borrowing and lending system within a local network.
It is not easy to manage a college library with limited budget. It is found that the information systematization is required for the efficient library management within the bounded amount of budget.
