    Is Grassroots democracy possible? To answer this question requires an analysis of theories and definitions on democracy. Contemporary democracy, in general, is based on popular control of public policy making and policy makers that makes democratic institutions and process maintain and develop. In this ``popular control`` perspective, participatory and direct democracy is legitimized. Thus, the classical debate on grassroots democracy is focused on the direct democracy as an alternative or supplement to representative democracy, though the feasibility of ``participatory governance`` models is recently debated. Direct democracy, as an institution that challenges and shares legitimacy with representative democracy, is regarded by many as reinforcing rather than replacing representative democracy. For a democratic reform to be accomplished, representative democratic institutions need to be integrated by direct, participatory, and deliberative democratic institutions.
