빈곤연구의 방법론적 편향성과 질적연구의 활용에 대한 탐색적 연구 = A Study on the Methodological Preferences in Poverty Research Trend: Utilizing Qualitative Methods for the Study of Multidimensional Nature and Dynamics of Poverty

국문 초록 (Abstract)

본 연구는 최근 우리나라 사회정책에서 다루고 있는 양적방법론 중심의 빈곤연구의 경향과 한계를 살펴보고, 한국복지패널 연계 질적패널 구축에 맞추어 빈곤의 다차원성과 역동성 연구를 위한 질적종단연구의 활용방안을 탐색하였다. 우리나라의 빈곤연구는 초창기의 정태적 분석에 기반한 빈곤실태 및 원인분석으로부터, 1990년대 이후 양적패널자료들의 출현과 함께 빈곤의 다차원성과 시간의 흐름에 따른 역동성을 보여주는 종단적 연구로 발전해 왔다. 이러한 양적연구들은 통계적 일반화를 통해 변수들 간의 상관성을 잘 제시하였으나, 시간이 지날수록 연구들 간의 차별성이 부각되지 못하고, 사용변수의 포화를 경험하게 되었다. 이는 양적패널자료가 연구 대상자의 복잡하고 다양한 빈곤과 삶의 경험을 단순한 수치로 축약시켜, 측정 가능한 주요 사건들에 대해 계량적 분석만이 가능하도록 구성된 것에 기인한 것이다. 이에 비해 질적연구는 비과학성이라는 편견에 맞서 자체의 고유한 인식론을 기반으로, 변화의 맥락이나 개인의 경험과 태도, 행위동기 및 결과, 삶의 통찰을 통한 결과의 적용성 및 논리적 일반화를 제공한다. 또한 질적자료가 양적자료와 결합될 경우 양적연구들에서 나타난 다양한 수치를 보다 생생하게 해석할 수 있고, 측정의 다원화에 기여할 수 있어, 연구방법의 엄격성에도 기여할 수 있다. 이러한 질적자료가 종단적으로 수집될 경우, 질적종단연구를 통해 빈곤층의 다차원적이고 동태적인 경험을 변화의 맥락속에서 이해할 수 있어, 보다 풍부한 빈곤 담론과 정책 대안 개발에 기여할 수 있다. 이러한 측면에서 본 연구는 한국복지패널 연계 질적패널 구축의 의의를 살펴보고, 빈곤의 다차원성과 역동성 연구를 위한 종단적 질문들을 범주화하여 질적종단연구에서 활용방안을 제안하였다.

다국어 초록 (Multilingual Abstract)

This study discusses the current trend of poverty research in Korea with special emphasis on revealing preferences in quantitative methods for the study of multidimensional nature and dynamics of poverty. Korea`s poverty research trend has changed from the analysis of static poverty to dynamics poverty, of which trend was expedited by the establishment of quantitative panel data since the late 1990s. While the quantitative poverty research was successful in providing statistical generalization of determinants factors associated with in-and-out of poverty, it had some limitations in delivering the other side of poverty story, including individual experiences, insights into people`s attitude, and the context of life changes. Recently, qualitative research has been recognized by its contribution to the holistic understanding of poverty which may leads to theoretical generalization. Qualitative method can also bridge the gap between quantitative and qualitative studies, and be combined with quantitative method to become a mixed method, which may strengthen both methods in a complementary way. In this perspective, utilizing qualitative longitudinal method based on qualitative panel data linked to Korean Welfare Panel Study(KOWEPS) could be an alternative way to balance methodological orientations under current strong quantitative positions in poverty research trend. Finally, this study explores qualitative-longitudinal inquiries that link to relevant research topics for multidimensional nature and dynamics of poverty.
