The total length of freeway networks reaches 1,900km at present since Kyung-In line was constructed in 1968 In this study we are trying to construct optimal alternative-selecting system on expressway construction plans in future through total and systematic estimation and analysis on regional & nationwide derect & indirect effects in past. The effects on expressway construction are divided into direct ones which include operation cost-down, trip time shortening, traffic accident variation, the change of fuel consumption and air-pollution emmission and indirect ones which include the socio-economic effect like land-using change, regional development. With that past, analysis, construction effect estimation models can be built and could be used effect forcasting on construction in future. In addition, objective validation obtainment on expressway constructions contributes to lift up public-thinking on Korea Highway Corporation. In case of direct effect analysis, the study-period is considered for 10-years from present. In case of indirect analysis it's study-period is for 18 years from 1970 to1998. In relation to direct effect analysis, freeway traffic analysis models including networks and O/D etc. was built for effect estimation. And for effect estimation, items were selected and unit & models for effect calculation was constructed. For indirect effect analysis we collected all data inside freeway-affecting areas and accomplished input & analysis in use of digital map and GIS. In base of analysing methods and survey in this year, we will accomplish direct and indirect analysis in next year.
