콘도르 작전: 남아메리카 8개국의 합동 대반란전 = Operation Condor: A Joint Counterinsurgency of South American Military Regimes in the 1970s

국문 초록 (Abstract)

이 논문은 1975년 11월 말 남아메리카 국가들의 군부 독재 정권이 공동으로창설해 공산주의 세력의 팽창을 막는다는 명분 아래 체제 반대자들의 배제를 꾀한 콘도르 작전의 특성을 검토하고자 한다. 콘도르 작전은 대반란전의 대표적사례로서 1960~1970년대 남아메리카의 정치적·이념적 경직성의 소산이었다. 각국의 정보기관은 소련과 쿠바의 대리인으로 낙인찍힌 ‘불순분자’들의 정보 교환, 목표 대상의 식별과 감금, 출신국가로의 이송 등 여러 단계에서 초법적인 공조 체제를 구축했다. 가장 악명 높은 콘도르 작전의 사례는 1976년 9월 말에 발생한 칠레의 전직 고위 관리 오를란도 레텔리에르의 암살 공작이었다. 이는 미국의 수도 워싱턴 DC에서 자행되었다는 점에서 큰 충격을 던졌다. 남아메리카8개국에서 유사한 시기에 실행된 ‘내부의 적’ 소탕 활동은 콘도르 작전을 통해 초국적인 “반공주의 전쟁 기구”이자 대륙 차원의 조직적인 탄압 기제로 확대되었다. 미국 정부의 묵인이나 음성적 후원 속에서 출현한 콘도르 작전의 예비 단계와 창설 초기에는 칠레의 주도성이 두드러졌지만, 레텔리에르 암살 사건을 계기로 회원국들의 합동 회의가 종료되고 작전의 주도권은 아르헨티나로 넘어갔다. 체제 비판자들에 대한 납치와 고문을 넘어 타국 영토에서의 테러와 살해로확대된 콘도르 작전은 제노사이드로 규정될 만큼 고의적이고 체계적인 면모를드러냈다.

다국어 초록 (Multilingual Abstract)

This article tries to examine main characteristics of Operation Condor established by South American military regimes in November 1975 to eliminate the assumed opponents. Operation Condor was an outgrowth of political and ideological rigidity of the region in the 1960s and 1970s as well as a representative example of joint counterinsurgency. Intelligence agencies of South American countries aimed to reinforce concerted extralegal actions at various stages, including information exchange of “subversives” branded as agents of the Soviet Union and Cuba, identifying and imprisoning specific targets, and transferring to their country of origin. The most notorious case of the operation was exemplified by the assassination of a former Chilean highranking official, Orlando Letelier, committed in Washington, D.C. in 1976. By way of Operation Condor, mop-up operations against the internal enemies carried out simultaneously in South American countries were escalated into a transnational “anti-Communist war apparatus” and a continentwide regime of “industrial repression.”
