동북아 다자안보: 러시아의 정책과 한 ․ 러 협력 = Northeast Asian Multilateral Security: Russian Policies and South Korea-Russia Cooperation

The aim of this study is to suggest a cooperative scheme between South Korea and Russia, which share a very strong common view on the establishment of a multilateral security cooperation system, by reviewing Russia's plans and policy goals for Northeast Asian multilateral security cooperation.
In August 2003, the possibility of security cooperation arose as the result of the six-party talks on North Korea's nuclear program. The establishment of a working group for the Northeast Asia Peace and Security Mechanism (NEAPSM)—organized as a part of the six-party talks according to an agreement in February 13, 2007—can be seen as a positive sign showing a possibility for future development and expansion of the six-party talks into the area of multilateral security cooperation. Despite that positive sign for the development of a Northeast Asian multilateral security cooperation system, it should be noted that the parties first need to achieve a peace regime on the Korean Peninsula in order to guarantee the practical stability and effectiveness of the security cooperation system.
It is highly possible that the framework of the current six-party talks would not automatically lead to a peace regime on the Korean Peninsula. Russia is currently not included as an international guarantor for the conclusion and observance of the Korean Peninsula peace treaty. At this point, the South Korean government considers South and North Korea as the concerned parties for the peace treaty, while considering only the U.S. and China as its international guarantors.
Considering the reality of the power structure on the Korean Peninsula, future geopolitical and geoeconomical national interests, and enhancement of cooperation and a peace guarantee in Northeast Asia, however, I argue that the South Korean government needs to include Russia in any multilateral talks for the construction of a peace regime on the Korean Peninsula.
Beyond working towards the achievement of Northeast Asian security and peace on the Korean Peninsula, Russia would play a very important role in helping South Korea's rehabilitate a lost continental identity and advancement into the Eurasian region. Thus, I suggest that the South Korean government needs to utilize fully Russia as an important diplomatic resource in transitioning the six-party talks into a multilateral security regime, by paying more attention to “opportunities,”than to “threats,” of the multilateral talks which includes Russia.

국문 초록 (Abstract)

본 연구의 목적은 동북아 국가 가운데 한국과 러시아가 역내 다자안보협력체 창설 문제에 가장 적극적인 공감대를 형성하고 있다는 팩터에 착목해, 동북아 다자안보협력에 대한 러시아의 구상과 정책목표, 전략을 살펴보고 이를 토대로 한 ․ 러간 협력 방안을 제시하는 데 있다. 2003년 8월 성립된 북핵 6자회담을 계기로 동북아 다자안보협력 가능성이 열리게 되었고, 그 틀은 현 6자회담을 확대 ․ 발전시키는 방향으로 논의되고 있다. 2007년 2 ․ 13합의에 따라 북핵 6자회담내에 설치된 ‘동북아 평화 ․ 안보 실무그룹’이 이런 추세를 잘 반영한다. 그러나 북핵 6자회담이 동북아 다자안보협력체제로 발전해갈 수 있는 외형상의 조건을 갖추었지만, 반드시 한반도 평화체제라는 징검다리를 건너야 그 실질적인 안정성과 실효성을 확보할 수 있다는 점을 지적하지 않을 수 없다. 문제는 북핵 6자회담의 틀이 그대로 한반도 평화체제의 틀로 이어지지 않을 가능성이 크다는데 있다. 현 구도에서는 한반도 평화협정 체결의 국제적 보장 과정에 러시아가 배제되어 있다. 현재 우리 정부는 남북한을 평화협정 체결 당사자로 하고 미국과 중국이 국제적 보장자로서 결합하는 방식을 상정하고 있는데, 한반도를 둘러싼 권력구도의 현실을 감안하고 한국이 추구하는 지정학적 ․ 지경학적 미래 국익을 고려할 때, 그리고 동북아에서의 협력증진과 실효성 있는 평화보장이라는 측면에서 볼 때, 러시아를 한반도 평화체제 구축을 위한 다자 논의 구조에 포함할 필요가 있다고 판단된다.
