지식기반 사회의 도래, 대학교육 시장 개방 등 대학교육 환경변화에 대응하여 세계 각국이 대학교육 경쟁력 제고에 앞장서고 있는 가운데, 정부는 대학교육의 경쟁력 강화를 위한 대학 구조개혁 등 여러 가지 정책을 추진하고 있으며, 대학들 또한 대학발전과 생존을 위한 여러 가지 방안 마련에 고심을 하고 있다. 이러한 시점에서 이 연구는 국가경쟁력 개념 및 대학교육과 국가경쟁력과의 관계를 살펴보고, 우리나라 대학의 국가경쟁력 현황과 문제점을 분석·검토한 후 이를 토대로 향후 보완·추진되어야 할 대학의 경쟁력 개선방안을 제시하였다.
이 연구는 대학교육의 문제점으로는 교수의 부족 등 대학 교육여건이 취약하고, 대학의 보편화와 입학 자원의 감소에 따른 특성화 대책이 미흡하며, 산업현장의 수급 불일치와 취업재수생 누적 등 산업현장과 대학교육이 연계되지 못하고 있으며, 공급자 위주의 대학교육과 교육의 내실화를 위한 투자부족 등으로 대학 운영체제의 비효율성, 대학교육의 수도권 집중화로 지방대학의 공동화가 심화되고 있으며, 국내 대학의 경쟁력 약화 및 무분별한 유학 장려 정책으로 우수인재의 해외 유출 등을 지적하였으며, 대학의 경쟁력 개선방안으로 첫째, 그동안 우리나라 대학교육 정책이 질적 발전을 도모하기 보다는 양적팽창에 집착한 결과 대학교육 진입인구와 이수율은 높지만 대학교육의 경쟁력에 중요한 질적 수준은 낮다. 따라서 경쟁을 통한 교육·연구력을 제고하고 지배구조 개혁과 대학발전 전략의 차별화 등 질적 수준을 향상시킬 필요가 있다. 둘째, 대학교육에 대한 재정 지원이 OECD 국가중 하위권 수준임으로 정부차원에서 대학재정을 확충하되, 재원의 효과적 배분과 엄격한 성과관리에 역점을 두고 초·중등교육 재원보다 상대적으로 낮은 대학교육의 재정배분을 상향조정하여 교수 대비 학생비율 개선 및 외국인 전임교수 확보 등 열악한 교수인력 확보가 제때에 이루어져야 한다. 셋째, 대학교육의 낮은 효율성은 국가의 지식기반 경쟁력 저하로 이어짐으로 기업이나 산업에서 필요로 하는 교육과정 신·증설을 용이하도록 하여 적시성 있는 유연한 수요자 중심체제로의 운영전략 변환이 필요하고, 외국 우수대학들과 결연체제를 통해 경제·사회의 기대수요를 충족시킬 수 있도록 선택과 집중의 원리가 경쟁력 기반위에서 실행되어야 한다. 넷째, 국제화 체제로의 전환이 요구된다. 국제적으로 질이 담보될 수 있고 호환이 가능한 ‘국제화형 대학’ 전략이 필요하다.
본 연구의 한계로는 대학 경쟁력 개선방안은 현재도 끊임없이 많은 이론(異論)이 대두되고 있으며, 이 논문에서 거론된 방안 또한 일부대학의 사례와 문헌조사 등을 통하여 분석하였으므로 대학의 경쟁력 확보와 관련하여 나타날 수 있는 다양한 문제점을 규명하는 데에는 많은 한계가 있다. 또한 대학교육의 국가경쟁력 체제분석 모형을 적용함에 있어서 체제의 구성개념에 좀 더 정확하게 부합되는 다양한 세부요인들을 활용하는 데에도 한계가 있다.
아울러 대학교육의 문제를 해결함에 있어서 경쟁과 효율성만 추구하다보면 교육의 본질이 훼손되고 교육의 기능적 측면만 강조되어 교육이 수단화 될 우려가 있는 신자유주의적 자본주의 가치관의 일변도는 안 되며, 상아탑적인 요소와 교육 산업적 요소가 병존한 개혁정책이 추진되어야 할 것이다.

As nations worldwide endeavor to enhance the competitiveness of their university education in response to the changes of tertiary education environment e.g. the advent of knowledge-based society and the opening of tertiary market education, the Korean government is promoting various policies to strengthen the competitiveness of university education through structural reform, while universities themselves are making strenuous efforts to draw up schemes not only for development but also their survival. Considering this contemporary educational environment, this study takes a careful look at the concept of national competitiveness and its relationship with university education. It further analyzes and evaluates the current status and problems of national competitiveness of Korean universities, then suggests methods for improvement of their competitiveness that must be supplemented and promoted according to the evaluations.
This study points out the problems of university education in Korea as follows: 1) frailty of the conditions of university education such as the lack of faculty and staff, 2) inadequacy of specialization policies due to the generalization of university education and the decline in the number of applicants, 3) difficulty of liaison between the industrial fields and university education due to the unequal demand and supply of competent industrial workers and thus the buildup of job hunters, 4) inefficiency of university administrative system due to lack of investment and centralization of university education towards metropolitan areas resulting in serious deindustrialization of provincial universities, and 5) outflow of superior human resources due to weakened competitiveness of universities within the country as well as indiscreet policies encouraging studies abroad.
Suggested methods of reform are as follows:
First, greater emphasis on quantitative improvement of university education rather than that of qualitative innovation resulted in the increased number of those entering and completing universities with relatively low competitiveness. Therefore, there needs to be quality improvement through e.g. enhance education and research abilities through competition, reform administration structure, and differentiate university development strategies. Second, financial aid for tertiary education remains in the lower ranks among OECD nations. The budget for tertiary education must be enlarged at the government level, emphasizing efficient distribution of financial aid based strictly on performance management. Financial distribution for tertiary education, which remains rather low in comparison to primary and secondary education, must be increased in order to improve faculty student ratio and hiring full-time foreign faculty. Third, low efficiency of university education leads to deterioration of knowledge-based national competitiveness. Ease of establishment and expansion of curricula as necessitated by companies and industries is needed to convert the managing strategy to the flexible demand-centered system. Also, the principle of selection and focus must be applied upon the foundation of competitiveness so that economic and social demand will be met through relationships with outstanding foreign universities. Fourth, transformation into a globalization system is required. A strategy for “globalized university” that can guarantee global quality and is compatible internationally is needed.
Methods to enhance university competitiveness are continuously under debate, with new theories being published. Methods presented in this thesis were analyzed through cases and literature of particular universities; therefore, there is a limit to examining the numerous challenges in enhancing university competitiveness. There is a limit, also, to utilizing the various specific factors that correspond more closely to the system structure in applying the national competitiveness system analysis model for university education.
In resolving the dilemmas in university education, sole pursuit of competition and efficiency will distort the essence of education and emphasize only the technical side of education. Such one-sided devotion to neo-liberalist capitalistic values must be avoided, but rather promote a reform policy in which scholastic factors can coexist alongside education-industrial factors.
