정의당의 변화: 원내정당화 현상을 중심으로 = Changes in the Justice Party: Focus on Transition from Mass Party to Parliamentary Party

국문 초록 (Abstract)

학계, 언론, 정의당 소속의원 및 관계자들은 정의당을 대중정당의 전형으로 인식하고 있다.
그러나 제20대 국회와 제21대 총선을 전후하여 정의당에는 변화가 감지되고 있다. 본 연구는 대중정당을 지향하며 창당한 정의당의 변화와 관련한 성격을 규명하였다. 이를 위해 한국의 정당구조에서 대안정당모델로 제시되는 ‘대중정당모델’과 ‘원내정당모델’의 이론적 배경과 특징을 알아보고, 유사한 특성을 보이는 포괄정당과 원내정당을 비교·분석하였다.
정의당은 대중정당을 지향하면서 발생한 편향적인 당 운영, 국고보조금에 대한 의존증가, 선거에서의 낮은 반응성과 같은 한계에 따라 전략적 차원으로 당의 운영에 변화를 주었다. 변화의 양상은 이념 선명성 약화, 당원 중심 운영의 변화, 원내의원의 영향력과 자율성 확대가 나타남으로써 정의당이 포괄정당화 되어가는 것이 아닌 원내정당화 되어감을 확인하였다. 이를 통해 서구 정당발전단계를 보편적인 연구 분석틀로 적용하는 것은 적절하지 않으며, 서구와 다른 환경적 특수성을 고려해야 한다는 기존의 연구를 재확인하였다.

다국어 초록 (Multilingual Abstract)

Members of the academic, the mass media and the Justice Party regard the Justice Party as a typical mass party. However, before and after the 20th and 21st general elections, significant changes have been detected in the Justice Party. This study identifies the changing propensities of the Justice Party. A framework of analysis of this study is based on the theoretical backgrounds of the mass party model and parliamentary party model that are presented as alternative party model in the Korean political structure. This article also compares parliamentary party with catchall Party to distinguish the characters of the Justice Party. As a result of the analysis, the Justice Party changed the way the party manages resulting in more dependence on state subsidies, and lower responsiveness in elections than before. The changes in management methods have weakened the party’s major principles, changed party member-centered management, and expanded the influence and autonomy of party’s lawmakers. It means a tendency of parliamentary party rather than that of catch-all Party. In other words, it is not appropriate to apply legitimate research in Western Europe as a framework for universal research analysis, and it is reaffirmed that the existing research should take into account Korean uniqueness different from that in Western Europe.
