국내외 스포츠 성폭력의 메카니즘 분석을 통한 한국형 성폭력 예방 가이드라인 개발

국문 초록 (Abstract)

본 연구는 그동안 진행되었던 국내외스포츠 성폭력에 대한 이론적 고찰, 국내ㆍ외 정책 동향, 스포츠 성폭력의 양상 및 발생/은폐 원인에 대한 메카니즘 고찰을 통해 스포츠 지도현장에서 성폭력을 예방하기 위한 가이드라인을 개발하고자 하였다. 이러한 연구의 목적을 수행하기 위해서 스포츠 선진국인 미국, 영국, 호주의 각 국가별 관련 자료를 적극 활용하였다. 본 연구의 목적을 수행하기 위해서 5단계의 연구절차를 거치면서 문헌조사, 현장조사, 면접조사, 전문가회의 등의 연구방법을 활용하였다. 제 1단계에서는 문헌조사를 통해서 국내ㆍ외 스포츠 성폭력 관련 선행 연구를 고찰하였다. 제 2단계에서는 문헌조사를 통해서 스포츠 선진국인 미국, 영국, 호주의 스포츠 성폭력 관련 정책 사례, 관련법규, 예방 매뉴얼 및 가이드라인을 고찰하였다. 제 3단계에서는 세계의 인권을 담당하고 있는 UN본부와 미국내 스포츠 관련 기관의 하나인 NCAA(전미대학스포츠연맹)를 직접 방문하여 스포츠 성폭력 관련 예방 정책을 조사하고, 담당자를 면접조사 하였다. 제 4단계에서는 국내에 적용 가능한 성폭력 예방 가이드라인의 초안을 마련하여 전문가 회의를 통해 논의를 진행하였다. 가이드라인을 개발하기 위해 전문가 회의는 3회 진행하였다. 마지막으로 제 5단계에서는 종합적 분석을 통해서 국내 스포츠 현장에 적합한 성폭력 예방 가이드라인을 최종 개발하였다.

다국어 초록 (Multilingual Abstract)

How do we prevent sexual harassment in sports How do we minimize physical contact and prevent sexual harassment in the field of sports However, the past researches have investigated the actual conditions of sexual harassment in sports. Thus, in this research, I studied prevention and guidelines of sexual harassment through mechanism analysis in comparison to other countries. For this research, I compared Korea to England, Australia, and the United States of America, with the main focus on the United States. For the study, I had five processes for the methods; literature review, field work, interview and expert consultation. The first stage involves reviewing the past study of sexual harassment in Korea and other countries. The second stage will be examining the sexual harassment guidelines and policies of England, Australia and USA. In the third stage, a field work conducted with interviews of NCAA (National Collegiate Athletic Association) officers. Other interviews will include, 16people; 4 sport instructors, 4 female athletes, 4 male athletes and 4 officers. The main contents of interview will be about guidelines for sexual harassment in sports. In the forth stage, there were discussions on sexual harassment guideline with specialist in work group meeting. Finally, in the fifth stage, a guideline formulated for sexual harassment in sports.
