동네(neighborhood)는 어떻게 사람들의 일상에 힘을 발휘하는가? = How Do Neighborhoods Affect People’s Everyday Life? - For Restoration of Local Communities in South Korea -

국문 초록 (Abstract)

이 논문은 산업화의 진전과 함께 사회 통합을 담당해 왔던 전통적인 공동체는 약화되는 대신 이를 대체할 새로운 형태의 공동체가 형성되지 않은 채 발전해 온 한국의 도시 공간에서 어떻게 바람직한 공동체의 회복을 이룰 수 있는가에 대해 모색하는 것을 그 목적으로 한다. 이를 위해 저자는 사회적 자본과 집합적 효능감이라는 요소를 지역사회 거버넌스라는 개념과 연결시켜 현대사회에서 필요한 공동체적 가치와 좋은 공동체의 구축에 대해 논하고자 한다. 이전의 연구들에 의하면 사회적 자본을 많이 소유하고 있는 동네일수록 안전하고 건강하며 더 높은 삶의 질을 가진다는 점을 강조한다. 이 논문은 전통적 형태의 결속력이 결여된 현대사회에서 이런 관계가 성립할 수 있는 것은 사회적 응집력과 비공식적 사회적 통제라는 개념이 결합되어 결정되는 집합적 효능감의 수준으로 설명될 수 있다고 본다. 또한, 높은 집합적 효능감은 시민들의 자발적 참여를 기초로 정치적인 영역에서 집합적 힘을 발휘할 수 있도록 하는 거버넌스의 기본 요건이 된다. 따라서 동네주민들이 공동체적 삶의 형성을 통해 삶의 질을 높일 수 있는 방법은 그 지역의 집합적 효능감을 높이는 것에 의해서 가능하다. 이 논문은 집합적 효능감을 높일 수 있는 방법으로 1) 제도적 측면에서 공동체가 제대로 기능할 수 있는 우호적인 법률, 정치적 환경이 조성되어야 하며. 2) 윤리적 측면에서는 정치적으로 옳지 못한 차별적 행위를 지양할 수 있는 반 차별정책을 강화해야 하고, 3) 공정한 사회적 관계를 저해하는 불평등한 노동조건에 대한 구조적 개선 등을 제시한다.

다국어 초록 (Multilingual Abstract)

The purpose of this study is to explore how desirable local communities can be restored in South Korea where new types of communities to provide people with values and norms have not been built while traditional local communities have been weakened with the advances of the industrialization and urbanization. For this purpose, this paper discusses good communities and community values required in modern society by combining the concepts of social capital and collective efficacy with local governance. Prior research has emphasized that the neighborhoods with greater social capital are safer and healthier, and enjoy better quality of life than those with less social capital. The author insists that this relationship can be explained by the concept of collective efficacy of which level is determined by how social cohesion and informal social control work together at local level. Also, the high level of collective efficacy is one of the basic components of good governance that facilitates empowerment of civil society in political area. Therefore, this study suggests three strategies to heighten collective efficacy as follows: 1) a friendly legal and political environment in which the communities can function properly, 2) antidiscrimination policies that could check socially and politically incorrect discriminative behaviors should be reinforced, and 3) structural improvements are required for unequal labor conditions that hamper just social relationships.
