글로벌 경쟁력 강화를 위한 도시 인프라의 역할과 정책방향 연구 = A Study on the Role and Policy Direction of Urban Infrastructure for Global Competitiveness

국문 초록 (Abstract)

글로벌 경쟁력이 국가경제의 핵심 이슈로 부상한 가운데, 본 논문은 서울의 글로벌 경쟁력과 도시 인프라 간의 관계를 분석하는 것을 목적으로 한다. Global Power City Index(GPCI)와 도시 인프라 현황 분석을 통해 주요 물리적 인프라 요소를 도출하고, 런던·도쿄·싱가포르 사례 비교를 통해 공간전략, 도시재생, 랜드마크 건축 및 공공공간이 도시 이미지와 글로벌 경쟁력에 미치는 정책적 함의를 분석하였다.

The global competitiveness of cities has increasingly become a foundation for national economic growth amid intensified competition forcapital investment and tourism. In response, many countries have oriented urban development strategies toward attracting global corporationsto establish business hubs in major cities, particularly capital cities. As Korea’s only major global city, Seoul must compete for foreign directinvestment, global services, and tourism to strengthen its position in the global market. In recent years, Korea has shown notableimprovement in global competitiveness rankings, particularly in the Global Power City Index (GPCI), where it reached sixth place in 2024.
Despite this progress, Seoul continues to face challenges in several areas that affect its overall global competitiveness. This study examinesthe role of urban infrastructure as a key factor shaping Seoul’s global competitiveness. The analysis focuses on the Global Power City Indexand its subcategories to identify physical urban infrastructure elements that influence competitiveness. Within this framework, a comparativeanalysis of infrastructure development in three case study cities, London, Tokyo, and Singapore, is conducted to assess Seoul’s relativeposition and to discuss the role and policy direction of urban infrastructure in enhancing global competitiveness.
