The Main Issues and Developmental Directions of Teacher Quality Management System in Korea

국문 초록 (Abstract)

본 연구의 목적은 교직에 대한 사회적 인식 및 교사만족도, 교원 정원규모 결정, 우수 신규교원 선발, 우수교원을 활용한 질 관리시스템 등 4가지를 중심으로 교원 질 관리체제와 관련된 주요 쟁점을 살펴보고, 향후 발전방향을 탐색·제시하는 것이다. 이를 위해 본 연구는 교직에 대한 사회적 인식 및 교사만족도, 교원 정원규모 결정, 우수 신규교원 선발, 우수교원을 활용한 질 관리시스템에 관한 현황 및 주요 쟁점을 논의하였고, 이를 토대로 교원 정원규모 결정, 우수 신규교원의 선발 및 채용, 수석교사제도의 안정적 정착, 교육경쟁력 제고를 위한 교육환경의 개선과 관련된 발전방향을 제시하였다. 주요 결과는 다음과 같다. 첫째, 학교현장에서 우수한 인재양성을 위해 교육의 질을 결정하는 중요 요인 중의 하나인 교원의 정원결정·조정에 관한 관리·감독권의 부처 간 조정과 장기적으로는 지방교육자치제 시대에 걸 맞는 지방교육청의 교원정원 조정권을 보장하는 방안 모색이 이루어져야 할 것이다. 둘째, 교원양성기관을 통해 교육받은 우수한 예비교원 자원이 교직에 입문할 수 있는 합리적인 선발제도의 개선과 글로벌 사회에서 교육 경쟁력 확보를 위해 우수교원을 교육현장에서 적절하게 활용하는 시스템이 안정적으로 정착할 수 있는 법적·제도적 장치 보완이 시급하다고 할 수 있다. 이러한 주요 결과를 토대로 후속 연구를 위한 시사점을 제시하였다.

다국어 초록 (Multilingual Abstract)

The purpose of the study was to explore the main issues related to teacher quality management system focusing on the social perception of teacher job and teacher satisfaction, the decision of the number size of teacher, the selection of excellent new teacher, and the quality management system using excellent teacher and provide future developmental direction. For this, the study discussed the current situation and main issues relevant to the social perception of teacher job and teacher satisfaction, the decision of the number size of teacher, the selection of excellent new teacher, and the quality management system using excellent teacher. And based on this, the study provided the developmental direction related to the decision of the number size of teacher, the selection and recruit of excellent new teacher, the stable settlement of master teacher system, and the improvement of educational environment for improving educational competitive power. The main results are as the followings. The conciliation among departments of management and supervision about the decision of teacher’s number size and conciliation that are one of main factors important to educational quality will be explored. And, the complement of lawful and systematic device for the improvement of rational selection system for excellent pre-service teachers and for the system for using excellent teachers to get educational competitive power in global society is needed. Based on these results, some implications for future study were provided.
