지역개발과 주민이해의 정치 = 중문관광단지 인근 마을공동체의 사례

국문 초록 (Abstract)

이 논문은 지방자치제 실시 이후 지역사회의 내적 자율성의 범위가 확대되는 상황에서, 정부 주도와 지역환경단체 주도의 개발전략이 공존하게 된 마을공동체를 대상으로 개발을 둘러싼 이해갈등 표출앙상을 살펴보려는 연구이다. 구체적인 분석은 제주도 중문관광단지 인근 마을 공동체를 중심으로 하였고, 문헌조사와 현지관찰자료 및 심층면접조사방법을 병행하였다. 분석결과는 다음과 같다.
지역환경단체 주도로 시작된 생태마을전략이 주민들에게 지역의 미래 비전으로 수용되지 않은 상태에서 정부 주도의 개발사업 추진은 생태마을전략의 미래를 불투명하게 만들었다. 정부 주도의 휴앙형 주거단지 개발사업이 추진되면서 토지매도를 둘러싸고 주민들간 이해가 상충하는 양상이 나타났는데, 이때 개발사업자인 정부기관은 지방자치단체와의 공조체계를 구축해 토지보상업무의 원활한 추진을 시도하는가 하면, 주민들의 선진지역 사례 견학을 지원하는 등 주민친화전략을 활용하였다. 또한 휴앙형 주거단지 개발사업 추진과 관련한 토지매도를 둘러싸고 마을 내 이해집단간 갈등이 첨예해지는 상황에서 지역환경단체는 인근에 중문관광단지가 있어 추후 개발이 될 수밖에 없고 민간주도 개발보다 관주도 개발이 난개발을 막을 수 있다고 판단하여 특정 입장을 표명하지 않았다. 사례지역은 1990년대 초 인근의 중문관광단지 개발에 따른 비용부담에 대한 반발로 혐오시설 입지 반대운동이 전개된 지역이지만 과거 주민환경 운동 경험을 기반으로 조직된 지역환경단체는 생태마을 만들기 운동을 주축으로 정부의 각종 사업에 공모하여 지원을 받는 등 적극적인 참여를 해왔다. 요컨대, 지방자치제 실시 이후 한국사회에서 중앙의 지방에 대한 통제가 사라지고 있는 것이 아니라 지방에 대한 중앙의 통제가 간접적이면서도 더 정교해지고 있으며, 개발에 대한 지역 내 주민집단들간 이해분화가 뚜렷해지는 경향이 있다. 따라서 개발정치 분석에서 어느 집단이 개발에 관심이 있고 개발 수혜를 받는가 라는 질문을 넘어서 정부나 지방자치단체의 개발정책이 장기적인 지역발전과 일정한 거리가 있음에도 불구하고 지역주민 흑은 지역환경단체가 어떻게 해서 상위의 정부나 지방자치단체의 정책을 수용하게 되는가에 대한 보다 심층적인 분석이 필요하다.

다국어 초록 (Multilingual Abstract)

This paper is the research which is often going to look at the interest conflict expression aspect between the group who looks at profits from meaning specialization to development and the groups who are not so in the situation that the range of the inner autonomy of a community spreads after local-autonomous system enforcement. This article used the methods of reference investigation, local observation data, and the depths data-collection-through-interviews method, focusing on the development case of a neighboring village of Jungmoon Tourism Resort in Jeju Island. The analysis results are as follows.
While ‘the planning of the resort-type residential complex in Yerae’ rises led by the government were promoted, ‘the ecology village strategy’ which started in local environmental organization initiative is not accommodated in the future vision of an area by residents, the aspect with which land sale are surrounded and between understanding of residents disagrees appeared. At that time, the government organization builds a mutual aid system with a local self-governing body, which utilized residents affinity strategies, such as supporting advanced area case inspection of residents in trying smooth promotion of land compensation business. And local environmental organization was not taken a specific position in the situation that surround land sale by ‘the planning of the resort-type residential complex’ rises promotion, and the conflict between village interest groups becomes acute. Because it judged that it cannot but become development some day, and public-sector-led development can obstruct difficulty development compare with private sector initiative development, when compared with private sector initiative development.
‘Ecology village making movement’ by the local environmental organization who started past residents environmental movement experience at the base was tinctured with the form which participates positively, such as requiring support of the government or a local self-governing body, or seeking in various support enterprises. After all, the control to a central district has not disappeared in the South Korean society after local-autonomous-system enforcement, and it is more elaborate though the central control to a district is indirect. Therefore, it is necessary to note how although the government and a local self-governing body make a mistake in going for a large majority local resident to understand exceeding the question to say, local residents choose the policy of a higher rank local self-governing body or the government, and come to accommodate.
