The purpose of this thesis is to explore an alternative paradigm which shall replace the traditional one in the communication policy facing the new media environment of technological and industrial convergence. Nowadays, according that traditional communication system is being radically transformed by the surprise development in the information technologies the recognition that the fundamental shift in the paradigm of communication policy is inevitable is being spreaded.
Until now the debate about this alternative paradigm of communication policy is largely divided into the deregulation policy of market liberalism and the regulation policy of public interest. In other words, the purpose of this thesis is to examine the possibility of a new alternative paradigm in communication policy by making clear the fact that here are some common basis in deeper level behind the contrasting between the deregulation policy and the regulation policy. In exploring this idea this thesis elucidates problems as follows
First, this thesis elucidates that though some differences in regarding to the detail content and method exist there are fundamentally common logical structure between the deregulation policy and the regulation policy. It is to decide the method and degree differently according to the market such as monopoly market, oligopoly market and competition market. The salient traits of this paradigm are that it regards the subject of policy as suggesting strategies fitted to changed environment with dualistic structure of subjective goals and objective realities.
Second, I argue that the society premised in exploring the alternative paradigm is complex system. And the fact that the society is premised as a complex looks into the human’s capacity of controling it. Strictly speaking, the political ideas such as public interest, liberty, equality etc. are not so definite and the reality is not so objectively in existence. In addition, the individual is not in such a position to decide perfectly the order of the subjective preferences facing himself and has not such a capability.
Thirdly, the way of solving the dualistic structure of subjective and objective is founded by examining the Ilya Prigogine’ s study on reconciliation between the determinism and the free will or between the nature thing and the human being. I examined where Prigogine found a cue to overcome determinism’s dilemma and what the picture of world of overcoming the determinism is, and further what the position and the role of moral principles as a rule of conduct in such a world is.
Finally, in regarding to moral principles as a rule of conduct, I dealt it with interpreting the representative contemporary liberalism, ie the evolutionary liberalism and the constructive liberalism The gist in here is that not the adaptive evolutionism in which a system is adapting to the environment by the natural selection mechanism but the co-evolutionism in which a system and environment, consciousness and being co-determinate and creatively self-transcend and self-organize. I argue that by the notion of co-evolutionism the contrast evolutionism and constructivism can be overcome.
