개발협력에 있어서의 EU의 역할과 의미: 정책일관성을 중심으로 = The European Union as a Development Actor: Focusing on Policy Coherence

This paper has discussed main features of the development cooperation policy of the EuropeanUnion, focusing on its track records towards better policy coherence and enhanced aid effectiveness. Main findings are as follows. First, the EU, which combines the European Commission and its 27 member states as major donors and constitutes the largest donor of global ODA, has incrementally pursued to improve the coherence in its development cooperation, especially since 2005. Second, the debates and the related policy formulation within the EU on the policy coherence seem tobe focused on both a better division of labor between the European Commission and the EU member states and an improved coordination of policy coherence with the policy instruments designed to enhance the aid effectiveness. Third, though concrete results are not generated yet, it seems that as a consequence its consistent efforts, the EU was able to play the leadership in the policy orientation of the world communityto improve the aid effectiveness.
