This paper analyzes the information policy structure of Korea in terms *of organization, government-private network, and government role, and presents policy recommendations for value-creating informatization. The information policy structure of Korea has been well suited to the quantitative growth of information infrastructure. The organizational structure, which allows substantial autonomy to each agency, helps to promote IT projects and investments in the public sector. The government has maintained close networks with the IT industry and played a growth-oriented role as a producer or a facilitator. However, such policy structure needs to change to increase the value from information infrastructure. In order to advance value-creating informatization, new policy structure should ensure holistic approach and political-social problem solving capacity. This paper suggests `centralized decentralization model` for organizational structure, inclusion of user and promotion of social agreement for government-private network, and coordinator model for government role.
