    The main purpose of this article was to analyze the conflict patterns and aspects in the policy formation and implementation process of early childhood education system. Since the childhood education development law was made in 1981, early childhood education and nurture institutes were controlled by two different government departments such as the Department of Education and Health & Social Welfare. Withstanding the different objectives of two institutes, there were a quite similarities in terms of functions and operations.
    The study showed that there were diverse conflict phenomena in the policy formation and implementation process of early childhood education system in the aspects of systems and environmental factors among government departments.
    It is necessary that the related government departments can provide high quality of early childhood education by accepting needs of parents and education institutes. Ultimately, whether the dual or single system of early childhood education may be adopted, the rational educational system has the priority to correspond parents and children needs.
