재개발사업의 갈등요인 해소방안에 관한 연구 = A Study on Resolving Conflict Factors in Housing Redevelopment Projects: Focused on Eunpyeong-gu, Seoul Metropolitan City

국문 초록 (Abstract)

본 연구는 서울시 은평구를 중심으로 재개발사업 과정에서 이해당사자들 간의 갈등요인과 추진단계별 갈등 요인에 대한 해소 방안을 분석하고, 재개발사업의 갈등을 최소화 할 수 있는 개선방안을 제시하고자 하였다. 이를 위해 재개발사업과 갈등과 관련한 이론과 선행연구를 중심으로 재개발 추진과정에 따른 갈등 내용을 정리하고, 서울시 은평구 재개발사업의 정비사업 관련자 또는 토지등소유자를 대상으로 설문조사를 시행하여 응답결과를 실증적으로 분석하였다. 설문 분석결과 본 조사에 참여한 응답자 대부분이 재개발사업에 대해 알고 있다고 대답했지만 잘 알고 있는 응답자는 과반수가 되지 않았다. 재개발사업의 사업단계별 갈등요인에 대한 인식으로는 ‘공사 및 완료단계’에서의 평균이 가장 높게 나타났으며, 그 다음으로 ‘실행계획 수립단계’와 ‘사업시행 구성단계’, ‘계획수립 단계’ 순으로 나타났다. 갈등요인으로는 ‘공사 및 완료단계’를 제외한 재개발사업의 모든 단계에서 재개발사업과 관련한 소통 및 참여 기회가 부족하고 정보나 지식도 부족하다는 인식이 매우 높게 나타났다. 갈등의 개선방안으로 ‘주민의견청취 방법의 다각화’, ‘시공사 및 협력업체 선정과정에서의 투명한 자료 공개’, ‘사업(비) 변경시 클린업시스템을 통한 투명한 공개’ 등이 높은 응답률로 나타나 재개발사업과 관련한 공정한 정보 관리에 대한 요구도 높은 것을 알 수 있었다. 연구결과에 대한 시사점은 다음과 같다. 재개발사업은 계획수립단계에서부터 완료단계까지 관련 이해관계자들을 대상으로 원활한 정보공유가 필요하고, 재개발사업을 둘러싼 협의 구조를 안정화 및 체계화시킬 필요가 있다. 재개발사업 주체의 비전문성이나 업무처리의 불투명성을 보완할 수 있는 제도적 지원이 필요하다. 또한 조합 등 재개발 이해관계자의 적극적인 참여를 기반으로 정보공유 및 활용 시스템 활성화, 외부감사 제도의 정착 등에 대한 지원도 필요하다.

다국어 초록 (Multilingual Abstract)

This study aims to analyze conflict factors between stakeholders in the process of redevelopment projects and solutions for conflict factors at each stage of the project, and propose policy improvement measures that can minimize conflicts in redevelopment projects. To this end, the content of conflicts in the process of redevelopment was organized centering on theories and previous studies related to redevelopment projects and conflicts, and a survey was conducted targeting stakeholders of redevelopment projects in Seoul. As a result of the survey analysis, most of the respondents who participated in this survey answered that they knew about the redevelopment project, but the majority did not know about the redevelopment project. Conflict factors in the redevelopment project showed a very high level of awareness that there was a lack of communication and participation opportunities related to the redevelopment project and a lack of information or knowledge in all stages of the redevelopment project except for the 'construction and completion phase'. The implications of this research result are as follows. It is necessary to smoothly share information with stakeholders of the redevelopment project, and to stabilize and systematize the consultation structure surrounding the redevelopment project. Institutional support is needed to compensate for the non-professionalism of the redevelopment project subject or the opacity of business handling.
