국문 초록 (Abstract)

본 연구는 친환경농업지구조성사업의 성과를 평가하는 데 목적이 있다. 동 사업은 친환경농업 확산을 촉진하기 위한 대표적인 재정지원사업으로, 친환경농산물 인증비율을 성과지표로 삼고 있다. 본 연구에서는 이중차감법(Double-Difference Method)을 사용하여, 사업지구와 비사업지구 간 친환경농산물 인증비율 증가분을 기준으로 사업성과를 평가하였다. 평가대상은 2004년-2007년 중 선정된 사업지구이며, 평가를 위한 비교집단은 동일 시군구 내 비사업지구로 하였다. 분석결과에 의하면, 사업지구에서의 친환경농산물 인증비율 증가폭이 비사업지구에서의 인증비율 증가폭에 비해 유의하게 높았으며, 사업성과는 사업종료 이후 지속적으로 확대되고 있다. 회귀분석 결과에서도 사업 참여 여부와 참여시기가 친환경농산물 인증비율 증가폭을 결정하는 중요한 요인으로 확인되었다. 이러한 사업성과는 특히 유기농산물 인증에서 두드러진 것으로 나타났다.

This study evaluates the performance of the Environment-Friendly Fanning Zone Program (EFFZP), which is one of the major financial support programs for environment-friendly fanning in Korea. The performance of the EFFZP is measured by the increase in the ratio of the environment-friendly certified area to the total fanning area. The performance evaluation is conducted by using the Double-Difference (DD) method, for the farms that have participated in the EFFZP, at one time or another, during the years from 2004 to 2007. The empirical findings indicate that the EFFZP has contributed to the spread of environment-friendly fanning, especially organic fanning, and that such program effect extends beyond the completion of the program, i.e., to the years subsequent to the program period.
