한국의 남중국해 정책에 대한 비판적 검토 = A Critical Reevaluation of the ROK’s Policy on the South China Sea

국문 초록 (Abstract)

한국은 그동안 남중국해 문제를 미·중 간 강대국 갈등사안으로 간주하고, 양국 사이에서 중립을 견지하면서 가급적 외교적으로 침묵을 지키는 ‘조용한 외교’ 기조를 견지해 왔다. 남중국해 문제에 있어서 중립을 유지함으로써 미·중 간 갈등에 휘말리는 외교적 연루(entrapment)의 위험을 피하기 위한 것이 가장 큰 목적이었다. 하지만 이러한 의도와 달리 남중국해서 진행되어 온 중국의 ‘힘에 의한 현상변경’ 행위에 대해 외교적으로 침묵함으로써 한국이 사실상 중국의 국제법 위반 행위를 용인하고 중국의 남중국해 영유권 주장에 암묵적 동조하는 결과로 이어졌다.
최근 남중국해를 둘러싼 미·중 갈등이 고조되고 양국으로부터 외교적 압박이 거세지는 상황에서 중립적 ‘균형외교’의 입지는 급속히 좁아졌고 더 이상 유지하기도 어려워졌다. 뿐만 아니라, 남중국해 문제에 대한 방관자적인 자세로 인해 동아시아 지역의 안보와 평화 유지를 위한 국제적 노력에서 한국의 전략적 존재감(strategic relevance)은 그동안 현저히 약화되어 왔다. 기존의 소극적 침묵외교에서 탈피하여 보다 건설적이고 적극적인 남중국해 외교(proactive diplomacy) 기조로 전환해야 한다.
특히, 국제법과 그에 따른 결정을 무시하는 중국의 태도가 남중국해에 국한되지 않고 이어도 문제, 한국의 방공식별구역 침범, 서해에서의 불법조업 등 한반도 주변상황에도 점차 미치고 있는 현실을 감안하면 유엔해양법(UNCLOS) 등 국제법 원칙 준수에 대한 한국의 단호한 입장 표명이 더욱 필요하다.

다국어 초록 (Multilingual Abstract)

ROK (Republic of Korea) has maintained an approach of ‘silent diplomacy’ and taken a position of neutrality in the midst of ongoing conflicts between the US and China on the issue of South China Sea (SCS). The single most important goal of ROK’s neutral stance on the SCS is to minimize risks of ‘entrapment’ and avoid being entangled in the US-China conflicts. However, ROK actually has ended up with implicitly acknowledging China’s SCS claims by behaving as an uninterested third-party and remaining silent to China’s aggressive behaviors as well as its unlawful claims to sovereign rights over SCS.
ROK’s ambivalent stance on the SCS is becoming increasingly untenable given the fact that the tensions between US and China over the SCS has been intensified in recent years, To the extent that ROK continues to distance itself from the issue of SCS, the strategic relevance and role of ROK in the regional peace and security is likely to be weakened further in the days ahead. ROK needs to adopt a more proactive policy and take a clearer position on the SCS based on the principles of international laws.
