This study aims to provide a evaluation framework for national water demand management. Water demand management is one of the top issues to secure clean water stably. Water demand management policy have been propelled to solve water shortage. With this background, evaluation framework of water demand management should be built and try to evaluate each water saving method. Based on this case study, evaluation items and procedures are suggested.
Effective evaluating procedure in the context of the water demand management methods is built with five criteria.
First, technical evaluation basically measures the saving water amount using water saving instruments. Toilet, shower head, bathroom and kitchen faucet, leak water ratio are belong to this category. The effectiveness for water saving instruments can be measured to compare the amount of water use with water saving devices with water use amount of users without water saving devices.
Second, the object of economic evaluation among the water demand management methods is water rate. The effect of water rate raise can be measured by the amount of water use reduction using price elasticity. Here, the Stone-Geary demand function is used to attain these objects. The Stone-Geary specification also provides an estimate of the portion of water use that may not be responsive to price, and is useful in analysing price structures and designing conservation policies.
Third, Financial evaluation was carried out for the replacement of obsolete water pipes. The basic direction of evaluation is to decide the appropriateness of the investment of obsolete water pipes with respect to the financial self-supporting degree and the size of population.
Fourth, social & environmental evaluation was carried by surveys to public officials in waterworks field and citizen. The effectiveness of water rate, attitude, water saving devices etc. are evaluated on the level of water supplier and users.
Fifth, legal & institutional evaluation was carried out the appropriateness of water rate design, the degree of legal enforcement, the efficiency of water supply system.
This study provides the theoretical basis for water demand management evaluation and we expect that it will contribute the rational comprehensive national water plan through the readjustment of aim of water demand management by the evaluation of water demand management.
