한국 여성의 정치적 대표성 확대를 위한 여성할당제의 효과

국문 초록 (Abstract)

2003년 선거법 개정을 통해서 국회의원 비례대표부분에서 여성 50% 할당제가 받아들여지면서 여성의 대표성확대를 위하여 여성할당제가 입법화되었다. 이와 더불어 지방의회에서도 비례대표에서 여성 50%가 도입되면서 여성정치참여 확대 전략은 상당한 성과를 거두게 되었다. 이 입법과 더불어 비례대표 여성의원의 수는 급격히 증가하였고 더불어 지역구 여성의원의 수도 증가하였다. 또한 지방의회의 여성의원수도 증가하였으며 여성후보의 숫자도 증가하면서 할당이 적용되지 않은 부분까지도 할당제의 부수적인 효과가 나타나게 되었다. 또한 의정활동에 있어서 여성관련 입법을 많이 발의하면서 어느 정도 여성의 이익을 대표하였다고 할 수 있다. 그러나 증가된 여성의원은 주로 전문직에서 충원되면서 정당 내 기반을 가지지 못하였고 지역의 기반도 가지지 못하면서 다음 선거로 의원직을 이어가지 못하게 되었고 초선에 그치게 되었다. 또한 의정활동에 있어서도 상임위원장이나 간사와 같은 주도적인 역할을 하지 못하고 있다. 정당 및 지역에서 기반을 가지지 못한 초선이다 보니 여성의원들은 정당지도부에 의존하면서 주체적인 의정활동을 하지 못하고 있다. 여성할당제가 여성의 숫적 대표성 확대에 효과가 있었고 실질적 대표성 확대에도 어느 정도 기여하였지만 여성정치세력화는 이루지 못한 한계를 나타내고 있다.

다국어 초록 (Multilingual Abstract)

From 2000, women’s movement organizations chose a strategy of women’s enhancement of political participation and tried to legislate women political quota. In 2003 with a revision of the electoral law, the 50% women quota of party list for the proportional representation was introduced and the strategy of enhancement of women’s political participation has a relatively successful result. The number of female legislators of proportional representation is increasing rapidly and even in single district representation the number of women legislators is going up slowly. And in local elections, women are elected more than before and even th number of women candidates who run for the general elections and the local elections are enlarged. Female legislators in national assembly propose legislative bills concerned women’s issues such as education, raising children and social welfare. However, women legislators do not succeed consecutively their term, and a great part of women legislators quit their term with only one time. They are not in the center of legislative activities and it is hardly found female president of permanent committees of the national assembly. They are rather representative of a party than women even though they are elected because they were placed there in a party list as woman by the quota rule. Therefore the strategy for the enhancement of the number of female legislators are relative successful but women are not empowered yet.
