The purpose of this study is to present a model of ICT Innovation University as a strategy for reeducation of human resources in North Korea in case of Economic Transition in the North. At a time when the wave of the fourth industrial revolution is raging, the ICT Innovation University, which applied Christensen's disruptive innovation model, could contribute to the North's transition to a capitalist market economy as a strategy for reeducation of human resources in the North. It could also be a solution to address the capacity inconsistencies in human resources experienced through transition countries. What model does the ICT Innovation University for Human Resource Reeducation in North Korea have? So far, there have been a number of studies on North Korea's ICT, inter-Korean exchanges and human resources development in the North, but no specific model has been suggested for ICT innovation universities for reeducation of human resources in the North. Therefore, this study has derived the factors necessary to design a model for ICT innovation university. To this end, the Delphi technique, a research methodology suitable for forecasting the future and presenting policies, was utilized through the views of expert groups. In addition, the Commission also presented strategies for designing models for ICT innovation university for reeducation of human resources in North Korea by drawing priority on model items of ICT innovation University based on items derived. To elicit priorities, analyses were conducted by the Analytic Hierarchy Process (AHP), which is widely applied in the field of rational decision making. Questionnaires were organized and questionnaireed based on a layered study model of higher and lower detail factors. The AHP survey was conducted on 50 North Korean defectors (University-student owners) who were surveyed by education experts and ICT experts. Research analysis has been used to derive priority results using Expert choice 11. The results of an analysis of priorities for the elements of the ICT innovation University model studied for the reeducation of human resources in North Korea are as follows. First of all, the top priority was in terms of teaching and learning methods, the second was in terms of technical aspects, the third was in terms of institutional aspects and the fourth was in terms. Sub-detail priorities include ⓵problem-solving-oriented project based learning (PBL), ⓶ Discussion-oriented teaching methods, ⓷ Big data infrastructure, ⓸ AI(Artificial intelligence) subjects ⑤ Enterprise-government-University interface programs, ⑥ Various measures of academic performance evaluation, ⑦ Universities' autonomy in education courses, ⑧ Flipped Learning (online + offline) courses, ⑨ Liberal arts/social/design convergence course ⑩ Ability-oriented new faculty recruitment system, ⑪ Universities' student selection autonomy, ⑫ Self-expression training, ⑬ English and other foreign languages education, ⑭ Education on personality and spirituality, ⑮ Ethics education, ⑯ Creative development education, ⑰ Design Thinking education to foster customer-centered thinking, ⑱ Leadership education As such, we can find the meaning of this study by studying the model of ICT Innovation University for the reeducation of human resources in North Korea. First of all, if you look at the academic implications, you have suggested a concrete response to the North Korean Economic Transition. Second, it is meaningful in that it has studied the factors necessary for the practical model of ICT innovation university on reeducation of human resources in North Korea. Third, each factor in the ICT innovation University model was set and priority was extracted to provide an academic basis for setting direction in the policy establishment of ICT innovation university in the future. Fourth, it is meaningful in that it is the first attempt to solve the issue of Economic Transition in North Korea, reeducation of human resources in North Korea, and even reunification of the Korean Peninsula with a new tool called the fourth industrial revolution technology. Next, if you look at the practical meaning, it is meaningful that the South Korean government provided information and methods to support the North through the results of the study when the North first embarked on a full-fledged transition to a capitalist market economy. Second, among the various strategies that related South Korean companies should take in the event of Economic Transition in the North, this study suggested strategic directions for re-education of human resources in the North. Third, it is meaningful that the university presented information on what should be prepared first in preparation for the North's Economic Transition.
