大學의 정책결정과정과 오차수정:절차적 합리성을 중심으로 = Policy Error and Error-Correction Mechanism:The case of Kwandong University

다국어 초록 (Multilingual Abstract)

This paper intends to analize the two different policy-making strategies : substential rationality and procedural rationality.
In this paper, the author emphasizes the limit of decision-making process and suggests the least error producing policy making strategy ; procedural policy making strategy.
To insure the policy error-correction mechanism, the author introduces the notion of redundancy, loosely-couppled organization. In addition, this paper interlinks the essence of liberalism to the strategy for the procedural rationality.
With the theoretical basis, the author tackles to solve the problem of Kwandng University for its development. In this regard, the author suggests the University to reform the old style policy making habits and to introduce some new policy making mechanism including the introduction of reward-punishment system and concent oriented policy making process.
