The urban management system is a system which is consisted of a set of subsystems such as urban policy making, organization, personnel management, financial management, and service provision. This study is to serarch the innovation of the urban management system.
The social change - globalization, localization, and informatiztion - has an impact on the urban management system. In these circumstances, the new urban management system is to be a system as follows:
O The dynamic urban management system
O The urban management system oriented to knowledge and value creation
O The urban management system with customer-centered value
O The networking of urban service provision system
O The humane and creative urban management system
During the last three decades, a greate deal of innovation strategies has been invented and introduced, and these innovations are categorized as: the market oriented approach, the new managerialism approach, and the democracy approach. In this study, five innovation strategies of the new managerialism approach are discussed, because they are thought to be for the systemic change of urban management.
The Five innovation strategies are as follows:
O The structural change of urban government
O The Business Process Reengineering(BPR)
O Total Quality Management(TQM)
O The building and utilization of Urban Information System based on Geographic Information System (GIS) technology
O The Strategic Planning and Management
The structural change of urban management is a systemic change tool intended to change the policy making mechanism and the business process of urban government. The bureaucratic and hierarchical urban government is to be changed to a flat and flexible organization such as team organization, matrix organization, committee organization, etc.
The organization structural change needs business process reengineering, and the development of information technology makes the BPR more powerful innovation strategy.
The urban service of future is evaluated on quality as well as quantity. In order to provide `quality service` to citizens, the quality-centered approach is required. Total Quality Management is a powerful and sytemic innovation tool with a managerial philosophy of continuous improvement, customer orientation, and empowerment.
These innovation strategies of the orgaization structural change, BPR, TQM are all conditioned by information technology. The urban government services are related to the space and the combination of spatial and non-spatial information is essential for urban policy making and service provision. These characteristics make the Geographic Information System powerful and attractive.
However, all good strategies are always not good results. Every urban government is differ in terms of the fiscal conditon and organizational culture. More important thing is a concrete diagnosis of each urban government and the strategic approach based on diagnosis. In turbulent environment, the strategic planning and management is more fruitful for the urban management.
