댐저수지 주변지역 수생정원 도입을 위한 친수공간 조성계획 = A Waterfront Master Plan for the Dam and Reservoir Area to Make the Water Friendly Gardens

Natural landscape and tour resources of dam reservoirs and watersheds can greatly improve the quality of life for visitors by providing a place for relaxation and leisure sports. It must be created as tourist attractions aimed to such as building eco-cultural park, creating wildlife habitats, making landscape aesthetics, by way of establishing the waterfronts of dam and reservoirs. It is essential to make efforts to set up energy saving and eco-friendly landscapes not excessive and indiscriminate plan. This study was carried out to set up the cultural waterfronts and water friendly gardens that local and nation peoples can feel empathy and accept nation people's demands for the rest and leisure. The comprehensive masterplan was established from the detailed and systematic environmental analysis on the dam and reservoirs vicinity areas, and design concepts were as family, healing, health, history as 2 nation border line, cultural linkage, nostalgia etc. Finally the storytelling vision was suggested as ‘Eco-culture story joining with family and generation' and detailed objectives were set up as ‘Multi Age Family Story', ‘Eco-culture Story', ‘Special Extra Story'. This study concluded and suggested basic strategies for sustainable operation and managements of dams concerning the geological, ecological, historic and cultural characteristics of dam and reservoirs vicinity with water friendy garden strategies. The results of this study should be meaningful and useful design guidelines and standards for remodeling of managing dams and constructing of new water gardens.

국문 초록 (Abstract)

댐저수지 및 그 유역의 고유한 자연경관 및 관광자원을 최대한 활용해 탐방객이 쾌적하게 보고, 즐기고, 느낄 수있는 삶의 질 향상을 위한 매개체로 활용되어야 할 필요성이 높아지고 있다. 댐 및 저수지를 중심으로 친수공간을 도입하여생태문화공원 조성, 생물서식환경 조성, 경관미 창출 등을 목표로 하는 관광명소로 조성하되, 과도하고 무분별한 계획이아닌 에너지를 절약하고, 환경친화적인 경관을 형성하는 노력이 중요하다. 본 연구는 낙후된 댐 주변 환경을 개선하고, 국민들의 휴식 및 레저욕구를 능동적으로 수용하여 지역주민은 물론, 국민 전체가 공감할 수 있는 친수문화공간 조성을 통해 수생정원 도입을 위한 목적으로 수행하였다. 수변 친수문화공간, 자연자원, 수자원, 문화자원, 역사자원 등이 복합적으로 존재하는 댐 및 저수지 주변지역을 대상으로 정밀하고 체계적인 환경조사를 통해 친수공간 마스터플랜을 수립하고, 수생정원 도입 가능성을 확인하였다. 기초 조사는 문헌조사 및 현지조사를 통하여 대상지 현황을 분석하였고, 디자인컨셉은 가족, 치유, 건강, 접경지역으로서 역사, 문화적 연계, 향수를 각각 주제로 설정하였다. 스토리텔링 비전으로는‘온 가족, 온 세대가 함께 하는 생태문화 이야기’로 설정하였고, 스토리텔링 세부 목표로는 세대 간, 가족 간 함께 하는스토리, 생태문화 스토리, 융복합 스토리 등으로 설정하였다. 본 연구를 통해 발전, 홍수조절, 상수원 등 댐의 고유 기능을유지하면서도 댐 및 저수지 주변 지역의 독특한 지리적, 생태적, 역사적, 문화적 특성을 반영한 지속가능한 댐 이용활성화를 위한 기본 전략을 제안하였다. 본 연구결과는 운영 중인 댐 및 저수지 수변구역 수생정원 리모델링 및 새로운수생정원 조성을 위한 유용한 설계기준이 될 것이다.
