신생민주주의 국가 시민들의 민주주의에 대한 태도와 시민-정당 연계의 형성: 중·동유럽의 구공산권 국가들의 사례를 중심으로|RISS 상세보기

Using the data from Central and Eastern European post-communist countries, this paper empirically examines how public attitudes toward democracy influence the formation of citizen-party linkage in new democracies. More specifically, we examine how emphasizing procedural and/or substantive aspects of democracy, in combination with the satisfaction with democracy, influences public attitudes toward political parties, i.e., people’s perception of political parties’ importance and role and the development of partisan attachment. Results show that higher levels of democratic satisfaction and more emphasis on procedural democracy lead to more positive perception of political parties and to greater probability of partisan attachment. On the other hand, emphasis on substantive democracy, though not much influential right after the democratization, had come to have a negative effect on public attitudes toward political parties after 10 years since the democratization. The paper concludes with a general discussion on the development of citizen-party linkage in new democracies including South Korea.

국문 초록 (Abstract)

본 논문은 중·동유럽의 구공산권 국가들을 대상으로 신생민주주의 국가의 시민들이 민주주의에 대해 가지는 태도가 이들 국가에서 시민-정당 연계의 형성에 어떤 영향을 주는지 경험적으로 살펴보고 있다. 보다 구체적으로 민주주의의 두 측면⎯절차적 민주주의와 실질적 민주주의⎯의 중요성에 대한 생각이 자국에서 실시되고 있는 민주주의에 대한 상대적 만족도와 결합하여 정당에 대한 태도, 즉 정당의 역할과 필요성에 대한 인식과 특정 정당에 대한 애착심을 보일 확률에 어떻게 영향을 끼치는지 분석한다. 분석 결과 중·동유럽의 시민들이 자국의 민주주의 체제에 대해 과거 공산주의/권위주의 체제에 비해 상대적으로 더 만족할수록 그리고 절차적 민주주의를 강조할수록 정당에 대해 보다 긍정적인 인식을 가지며, 특정한 정당에 대해 애착심을 가질 확률 또한 유의미하게 증가하는 것으로 나타났다. 반면에 실질적 민주주의에 대한 강조는 민주화 직후의 경우에는 정당에 대한 태도에 별다른 영향을 끼치지 않았지만, 민주화 이후 10여 년이 흐른 뒤에는 오히려 정당에 대한 태도에 부정적인 영향을 끼친다는 것이 발견되었다. 결론에서는 한국을 포함한 신생민주주의 국가에서 시민-정당 연계의 발전과 관련하여 본 논문의 발견이 가지는 함의에 대해 논의한다.
