This study analyzes the impact of streetscape characteristics on the floating population of alley commercial districts in Seoul and provides policy implications for their revitalization. Urban vitality is a key factor in assessing people’s satisfaction and quality of life within urban areas and is closely related to commercial districts. Research interest in alley commercial districts has grown as experiential value becomes increasingly central to their vitality. Streetscape characteristics play a critical role in producing it, shaping the unique atmosphere of each district and attracting visitors. This study examines the influence of streetscape characteristics on floating population in 2019 and 2024, before and after the COVID-19 pandemic. Street View Images(SVI) were collected and analyzed using semantic segmentation to quantitatively assess changes in streetscape. Additionally, Social media posts were crawled and counted to track trends in commercial district popularity, operationalized as media influence. Average floating population data was used to measure pedestrian flow. Socio-economic indicators are included to evaluate their impact on floating population. The findings reveal that pedestrian flow polarization among districts intensified from 2019 to 2024, and that the effect of streetscape characteristics on visitor inflow differed before and after the COVID-19 pandemic. Furthermore, the study emphasizes the importance of promptly identifying evolving streetscape features, such as public transportation access, business types, and streetscape design to support the sustainability of commercial districts. Media influence was also found to affect floating population, and small-scale businesses in residential areas contributed to increased floating population and economic activity, while also posing potential risks of gentrification. This study contributes to existing research by incorporating computer vision techniques for a quantitative analysis of commercial districts, going beyond traditional indicators such as sales revenue and store counts. The findings provide valuable insights for sustainable urban planning, commercial district revitalization, and policy development.
