지역혁신사업의 지역 사회ㆍ경제적 파급효과 분석

국문 초록 (Abstract)

우리나라는 지난 수십 년 간 수도권 중심의 발전전략 및 요소투입형 성장패턴을 추구하여 단기간의 압축 성장에 성공하였으며, 이러한 성과 달성에는 중앙정부의 적극적인 산업화 정책과 지역산업 육성 지원정책 등이 기여한 바가 컸다. 지역혁신체제 구축을 통한 산업경쟁력 강화와 지역의 균형발전을 위해 중앙정부의 여러 부처에서 지역산업을 육성하고자 다양한 정책수단들을 활용하였다. 특히 2000년 이후에는 클러스터 중심(cluster-based)의 산업정책을 바탕으로 국가균형발전특별법 제정 및 국가균형발전특별회계 신설 등 지역산업 육성에 대한 중앙정부의 지역균형발전정책 관련 제도가 정비되면서 법적·제도적 기반이 강화되어 왔다.
이러한 제도 가운데 하나인 지역혁신계정사업은 국가균형발전특별회계의 지역개발계정, 지역혁신계정 중 지역혁신계정으로 지원되는 사업으로 지역의 특성화 발전을 위한 사업에 지원하여 지역혁신체제의 구축, 지역전략산업의 발전, 지방대학의 육성, 지방과학기술 육성 등을 추진하는 사업이다. 그러나 현재까지 이러한 사업의 수행으로 인해 지역에 어떠한 파급효과가 창출되었는지에 관해 체계적인 연구가 수행된 경우는 극히 드물다.
지역혁신계정사업과 지역경제성장 간의 연계성을 규명하는 것은 지역혁신체제의 구성인자들에 의한 투입요소가 지역의 산업발전 및 집적경제에 의도했던 영향력을 어느 정도 미쳤는지를 밝혀내기 위해 필요한 과제이다. 따라서 본 연구는 지역 경쟁력 강화를 위해 추진된 지역혁신계정사업이 지역발전이라는 목표 달성에 기여하였는지를 파악하는 것을 연구의 목적으로 설정하였다. 또한 연구목적 달성을 위하여 지역혁신계정사업에 의해 발생되는 지역경제 파급 효과를 측정할 수 있는 적절한 척도를 제시하고, 이를 실증분석을 통해 규명하고자 하였다.
본 연구의 목적을 효과적으로 달성하기 위하여 2002년부터 2007년까지 지역혁신계정사업으로 전국 16개 시․도에 추진된 28개 세부사업의 연도별, 지역별로 투자된 사업비와 추진된 사업의 수를 이용하여, 지역혁신계정사업이 지역경제와 지역혁신에 미친 영향을 현황분석, 군집분석, t-검정, 분산분석 등 다양한 통계분석 기법에 의해 분석하였다.
분석결과 지역혁신계정사업으로 투입된 사업비와 추진된 세부 사업의 수를 기준으로 사업비 및 사업의 수가 많은 시기와 적은 시기로 구분되는 두 집단 간에 이공계 대학과 대학원 학생 수를 제외하고는 지역의 혁신환경과 지역경제기반 구조에는 유의미한 차이가 없는 것으로 나타났다. 16개 시․도를 3개의 군집으로 분류하여 K-평균 군집분석을 실시한 결과 분석에 활용된 8개의 지역경제기반 및 지역혁신 환경 관련 변수들 중에서 ‘이공계 대학․대학원 학생 수’가 지역혁신계정사업으로 추진된 세부 사업의 수에 따라 지역별로 차이가 있는 것으로 분석되었다. 지역혁신계정사업으로 투입된 사업비의 규모에 따라 16개 시․도를 기준으로 한 지역별 분류에 따른 분산분석을 실시한 결과 지역혁신계정사업으로 투입된 사업비 규모에 의한 지역의 지역경제기반 및 지역혁신 환경의 변화 정도에는 차이가 없는 것으로 나타났다.
이상과 같이 본 연구는 지역산업정책을 포함한 국가연구개발사업으로 투자되는 여러 사업 중에서 지역혁신계정사업의 사업비 규모와 지원되는 사업의 수에 따라 각 지역별, 시기별 지역경제 활성화 효과와 지역혁신 정도에 차이가 있는지 비교분석하였다. 기존의 연구들에서 지역혁신체제에 대한 이론적 논의와 정책적 효과에 대한 평가지표 개발과 성과분석을 위주로 다루었다면, 본 연구는 지역혁신체제를 구축하는 데 투입된 요소로서 지역혁신계정사업에 의한 사업 추진이 지역경제 활성화와 지역혁신기반 조성에 어떠한 영향을 미쳤는지에 관해 알아보았다. 또한 기존 연구에서 흔히 활용되는 특정지역에서의 산업구조와 경제적 파급효과를 분석하는 연구범위에서 벗어나 전국 16개 시․도를 대상으로 하여 지역경제성장 효과와 지역혁신 정도를 측정할 수 있는 여러 변수를 분석에 활용함으로써 향후 지역혁신체제와 관련된 연구가 수행되거나 지역혁신정책 수립과 집행에 필요한 평가척도와 분석 틀을 제공할 수 있을 것으로 기대된다.

Korea has been in pursuit of the development strategies centered on the national capital region and on the factor and investment driven growth pattern for the past decades, succeeding in the condensed growth in a very short amount of time. There have been aggressive industrialization policies and support policies for the growth of regional industries by the central government for such achievements. For the strengthened industry competitiveness and balanced growth between the regions based on the establishment of the regional innovative system, various departments in the central government have utilized diverse policies.
Among such policies, regional innovative development plan is the project which has been provided as a support for regional innovative accounting among the regional development accounting and regional innovative accounting of the National Balanced Development Special Accounting. It is a project which supports the business for the purpose of establishing the regional innovative system, the development of the region’s strategic industries, the promotion of regional universities and the regional scientific technology.
The purpose of this study is to figure out whether or not the regional innovative development plans implemented to enhance the regional competitiveness has contributed to the goals of the regional growth. Furthermore, to achieve such aim of the study, a proper scale to assess the ripple effects in the local economy caused by the regional innovative development plans was proposed and the study intended to prove this through the empirical analysis.
To effectively achieve the purpose of the study, using the project costs invested by year and region the number of projects done for the 28 detailed projects for 16 cities and provinces throughout the nation for the regional innovative development plans from 2002 to 2007, the effects of the regional innovative development plans on the local economy and local innovation were analysed with various statistical analysis techniques such as the status analysis, cluster analysis, t-test and ANOVA.
As mentional previously, the study compared and analysed whether or not the differences were observed by each region, the revitalization of the local economy by period and the degree of regional innovation based on the number of supported projects and the amount of project costs of the regional innovative development plans among various projects committed as a national research and development project including the regional industry policies.
Furthermore, the promotion of the projects by the regional innovative development plans has an impact on the revitalization of the local community and the region’s innovative foundation as an input element for establishing, is explored.
Away from the research scope of the existing studies which only analyse the industrial structure and economic a ripple effect of certain regions, various variables which can be used to assess the effects of the region’s economic growth and degree of regional innovation for 16 cities and provinces throughout the nation are used for the analysis. Thus, the study is expected to provide the assessment scale and the framework for analysis required for the future studies related to the regional innovative system or the implementation and establishment of the regional innovative policies.
