This article analyzes the educational reform movement of open education sweeping the country for the past several years. One of the hallmarks of the movement is open-mindedness about students and how to teach. But this article points out that the reform movement tries to impose change only in how to teach from outside and above, without regard for what to teach. In this article a curriculum model for open education is suggested focusing not only on how to teach but also what to teach. The curriculum model describes the interrelatedness of goals and objectives, contents, learning activities, teaching strategies, learning materials, evaluations, time, space, and grouping. The article also describes 30 criteria to define what the curriculum for open education is concerned.
