학교체육정책 분석과 이해를 위한 사회적 구성주의 관점의 적용가능성 탐색：담론분석을 중심으로 = Examining the possibilities of using social constructionism perspective for a better understanding of physical education policies

Drawing on the notion of social constructionism, the purpose of this study is to offer foundational and theoretical methods for a better understanding of physical education policies. I tried to identify the concept of discourse and power, and provide detailed Discourse Analysis which can be a social constructionist form of analysis in reference to exploring the relationship between discourse and reality in a particular time and place in physical education policy. The main findings of this study can be summarized like the following.
Firstly, the social constructionist approach allowed us to understand the meaning-making activities of individuals and groups within physical education through the relationship between discourse and power. Secondly, both Qualitative Content Analysis and Discourse Analysis were presented to investigate the relationship between socially constructed texts, discursive practices and social practices. Thirdly, analysing and understanding of physical education policies through Discourse Analysis offered a valuable opportunity to explore the social construction of knowledge centre on the concept of physical culture, and the process of policy-making in the wake of power relations. From the social constructionism perspective, policy development relating to physical education can be understood as part of social precesses, hence it is significant to appreciate the way in which policy embodies certain voices and exercise power by means of a production of ‘truth’ and ‘knowledge’ as discourse. Moreover, Discourse Analysis expects to facilitate ‘research of policies’ beyond ‘research for policies’, which enable policy researchers to explain and interpret physical education policies.

국문 초록 (Abstract)

본 연구의 목적은 사회적 구성주의의 의미와 정책에서 그 필요성을 토대로 학교체육정책의 분석과 이해를 위한 연구방법을 제시하는 데 있다. 이를 위해 사회적 구성주의를 중심으로 담론과 권력의 개념을 밝히고, 학교체육정책 분석을 위한 담론분석을 제시하였다. 연구의 결과로 첫째, 사회적 구성주의 개념의 이해는 정책분석에서 실증주의에서 벗어나 사회적 맥락에서 담론과 권력의 상호작용과 연관된 학교체육에 대한 의미형성과정을 이해하도록 돕는다. 둘째, 사회적으로 구성된 텍스트와 이를 둘러싼 담론적 활동과 사회적 실천을 이해하기 위한 연구방법으로 질적내용분석과 비판적 담론분석을 들 수 있다. 셋째, 담론분석은 학교체육지식의 구성과 담론과 권력을 바탕으로 학교체육정책의 형성과정과 관련된 다양한 연구 과제를 부여한다. 사회적 구성주의의 관점을 기반으로 학교체육과 관련된 담론과 권력을 정교하게 분석하는 일은 익숙한 것을 낯설게 하고자 하는 노력이며, 지배적인 정책 담론 형성에 대한 철저한 성찰이며 연구이다. 무엇보다 급변하게 변화하고 있는 학교체육정책에서 학교체육이 어떻게 정의되고, 인식되며, 해석되는 것에 따라 정책의 성패와 정책의 성격이 크게 달라질 수 있기에, 담론분석은 학교체육정책연구에 있어서 효율적인 준거나 최선의 대안 제시에 초점을 두는‘정책을 위한 연구’에 집중되는 것을 넘어서, 정책을 설명하고 해석하는 ‘정책에 대한 연구’의 활성화에 중요한 역할을 할 것이라고 기대한다.
