문화자원을 활용한 관광개발사업의 개선요인 우선순위 결정에 관한 연구 : 화성시를 중심으로

국문 초록 (Abstract)

본 연구는 기존의 관광개발사업에서 활용되는 지표 및 지역문화자원 활성화 지표를 바탕으로 역사 · 문화자원을 활용한 관광개발사업 개선 지표를 도출하고, 앞으로 화성시의 관광개발사업에 있어 개선해야할 지표의 우선순위를 제시하는 것이다. 이론 및 선행연구 고찰을 통해 도출된 지표를 바탕으로, 브레인스토밍과 FGI방법을 이용하여 문화자원을 활용한 관광개발사업 개선요인 지표를 도출하였다. 도출된 개선요인 지표를 바탕으로, 화성시의 문화자원 및 발전 방향에 대한 인식차이를 알아보기 위해 인식조사를 실시하였으며, 화성시의 공무원, 사업자, 지역주민 및 도시 · 부동산 관련 연구원을 대상으로 개선요인 지표에 대한 우선순위를 분석하였고, AHP분석을 통해 각 그룹별 결과 및 종합분석 결과를 도출하였다.연구원그룹의 경우, 문화자원의 활용이 개선되어야할 요인으로 도출된 반면, 공무원, 사업자 그리고 지역주민그룹의 경우, 문화자원의 활용보다 기존 문제점인 사업성 분석의 오류, 만족도 관리 문제, 법 · 제도 지원의 문제, 사업 추진의 문제, 운영프로그램의 문제 등이 개선되어야할 요인으로 도출되었다. 이를 종합한 분석 결과, 사업 계획 및 추진 단계에 대한 종합분석 결과에서 통계자료의 부족 및 부정확, 과도한 규제 및 기준 부족, 법 · 제도적 지원의 미흡, 재원조달 방식의 문제, 세제 및 금융지원, 역사 · 문화재와의 연계성 부족, 시설의 복합개발 부족 순으로 상위 세부항목이 도출되었으며, 사업 운영 및 관리 단계에서 지속적 모니터링 미흡, 운영 프로그램의 다양성 및 차별성 부족, 관광 프로그램 연계 부족, 지역 공동체성 및 정체성부재, 역사 · 문화 체험 프로그램 부재 순으로 상위 세부항목을 도출하였다.향후, 화성시의 문화자원을 활용한 관광개발사업에서 본 연구에서 도출된 우선순위에 대한 개선이 이루어진다면, 지역의 특성과 독창성이 있는 도시로 발전할 수 있을 것이다. 다만, 본 연구는 한정된 지역의 사례로 분석하였으며, 분석대상 그룹인 공무원, 사업자, 지역주민 그룹은 화성시에 근무하거나 거주하는 자를 중심으로 하였으나, 연구원의 경우, 관련 연구분야를 우선으로 선정하였기 때문에 지역적 상황에 대해 인지하는 정도가 다르다는 점에서 연구의 한계가 있으나, 화성시의 기존 관광개발사업에 대해 문화자원을 활용할 수 있는 개선요인을 도출하고 우선순위를 평가한 첫시도라는 점에서 공헌점을 갖는다

다국어 초록 (Multilingual Abstract)

This study is ① to derive Tourism Development Project's indicator with historical and cultural support based on existing indicator currently used and ② to suggest the priority of improvement on it's indicator in Hwaseong City. Indicator by brainstorming and FGI based on indicator derived from theory and previous research. Awareness Survey was held, in order to understand the differences in awareness of Hwaseong cultural resource and development direction. With AHP analysis, it was able to derive result by group and overall result. Overall analysis of business plan and promoting stage indicates that the improvement have to be made in detail factors by order of excessive regulation and lack of standards, lack of legal system support, problem in funding method, mal-support in finance and taxation, lack of connection with historical cultural assets, and lack of complex development of facility. Comprehensive overall analysis of business operation and management stage indicates that the improvement have to be made in detail factors by order of continuous failure in monitoring, lack of diversity and differentiation on operation program, lack of connection among tourism programs, lack of local community and local identity characteristics, lack of historical cultural experience tour program. The research analyzing was restricted with the case of a certain area. Further, the analyzed group: government officials, entrepreneurs and local residents were selected by local residential background, while selection of researchers was based on their field of study, the selected researchers might have difference depth in awareness of local situation.
