Total Pollutant Load Management System(TPLMS) in Korea has been implemented on BOD and T-P since 2004, but has not fully reflected the characteristics of watersheds. The Four Major Rivers Restoration Project has changed the four rivers to reservoirs, but the contents of TPLMS has not yet responded such flow change of rivers. Land use regulation for water quality conservation also has kept the main contents, not fully reflecting the implementation of TPLMS and highly advanced wastewater treatment technology, but containing strict and complicated clauses together with many exceptional ones. Especially, in case of Paldang and Daecheong Reservoir Special Measures Area for Drinking Water Quality Conservation, Drinking Water Protection Area, Green Belt, Nature Conservation Zone, and Waterfront Area have been activated under overlapped implementation. It has been insisted that the strict and complicated land use regulation with exceptional clauses could impede economic efficiencies. This study analyses the present land use regulation for water quality conservation, and suggests the direction for flexible land use regulation coping with the rapid development of wastewater treatment technology and TPLMS.
