복잡적응시스템(CAS)으로서의 거버넌스 특성에 관한 연구 = A Study on Characteristic of Governance as Complex Adaptive Systems

The purpose of this study is to application of Complex Adaptive Systems(CAS) to the 'Governance'. The 'Governance' conception needed for the fitting relevance in administrative situation of the dynamical change. But it is not easy understanding that only empiricism approach based on the functionalist epistemology.
The result of study, 'Governance' grasped with a condition and a characteristics of CAS. Namely, When we are recognition as CAS of governance, we find it requirement that an item of (1)reception or promotion of paradox (2)security of perfect autonomy (3)activation of market mechanism (4)construction of information interchange system (5)field activation of interchange. etc. And this approach of governance is it clearly that (1)network of process the point, (2)adaptative evolution, (3)empirical learning, (4)autonomy many agents/parts, (5)self-organizational connectivity, (6)emergency organizing structure,etc.
Finally, 'governance' understanded as alive system. Accordingly, Study of CAS on the Governance emphasized it very useful that operation is based on Self-organization and Co-evolution.
